Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive security services, including security personnel and related equipment, at the East London Industrial Development Zone (ELIDZ). The aim is to ensure the safety, security, and effective management of the ELIDZ premises, supporting national transformation goals and creating opportunities for disadvantaged suppliers.

Scope

The scope encompasses the provision of security services across ELIDZ zones, including but not limited to:

• Deployment of security personnel at designated sites and access points
• Management of security equipment such as CCTV, radios, patrol vehicles, quad bikes, and communication devices
• Implementation of access control, patrols, and incident response
• Provision of reception and visitor management services
• Coordination with law enforcement and emergency services
• Development and maintenance of security protocols, reports, and emergency procedures
• Compliance with SHEQ and POPIA regulations

Technical Requirements

The technical specifications include:

• Provision of qualified security personnel with PSIRA registration, trained in first aid, firefighting, and environmental awareness
• Personnel appearance: neat, well-groomed, uniformed with ID tags
• Availability of site managers and shift supervisors with verifiable experience and references
• Use of approved communication equipment, including ICASA-type radios with multiple channels and backup batteries
• Operational motor vehicles, quad bikes, and golf carts in good working order, fitted with lights and operated by trained personnel
• Implementation of access control systems, visitor cards, and identification procedures
• Monitoring CCTV systems continuously and reporting irregularities
• Provision of emergency response, incident reporting, and incident management protocols
• Compliance with legal requirements for firearms, arrest procedures, and law enforcement coordination
• Development of business continuity and risk management plans

Skills Requirements

The tender mandates that service providers must demonstrate:

• Experience in providing security services for similar sites, with a minimum of 3 years and at least 20 personnel per shift
• Qualified personnel including Site Manager, Shift Supervisors, Control Room Operators, and Receptionists, with relevant CVs and verifiable references
• Proficiency in English and Xhosa communication skills for security personnel, especially those in reception roles
• Training in firefighting, first aid, health & safety, environmental management, and emergency procedures, conducted by accredited providers
• Ability to operate and maintain security equipment, including CCTV, radios, patrol vehicles, and access control systems
• Knowledge of SHEQ compliance, law enforcement procedures, and emergency response protocols
• Capacity to develop and implement risk management and business continuity plans
• Professionalism, courtesy, and adherence to appearance and conduct standards
