Objectives

The primary objective of this tender is to procure various stationery goods and related services for Onderstepoort Biological Products Ltd (OBP). The procurement aims to ensure the supply of essential office and laboratory stationery items, including laminating machines, stickers, binders, flip files, file separators, laminating pouches, calculators, scissors, paper clips, staplers, staples, rulers, box files, lever arch files, highlighters, whiteboard markers, pencils, pens, and other related office supplies.

Scope

The scope of the tender encompasses the supply of specified stationery items in the quantities listed below:

• 1 laminating machine (A4/A3 adjustable)
• 15 packs of multicolour sticker notes (100/pad)
• 8 plastic file binders (100s, in various sizes)
• 5 packs of bulk flip files (A4, 100 per pack)
• 10 packs of file separators
• 3 boxes of laminating pouches for A4 pages
• 4 mini desk calculators (battery operated, 8-digit)
• 8 office scissors (210mm)
• 6 boxes of 50mm silver paper clips (100 pcs per box)
• 8 staplers (No56-26/6)
• 6 staples removers (kangaroo finger type)
• 8 boxes of staples (No56 x 5000)
• 8 rulers (30cm)
• 7 black box files (coverings)
• 20 black lever arch files
• 10 packs of highlighters (6 per pack, chisel tip)
• 10 packs of whiteboard markers (bullet tip, 6 per pack)
• 4 boxes of HB pencils (12 per box)
• 3 boxes of Bic Crystal pens (60 per box, medium points)
• 3 boxes of Bic click red pens (60 per box)
• 5 boxes of Bic click black pens (60 per box)

The scope also includes the provision of all related documentation, compliance, and delivery as per the specifications.

Technical Requirements

The technical requirements include:

• Provision of proof of registration with the Central Supplier Database (CSD) for South African companies and tax compliance.
• Foreign or international suppliers must complete SBD1 and provide proof of previous supply of similar items within the last 24 months.
• Submission of a valid BBBEE certificate demonstrating specific goals for black ownership (51%) and women ownership (30%), and disability status if applicable.
• Completion and submission of the SBD4 Bidder’s Disclosure form, signed and signed declaration of compliance with procurement regulations.
• Adherence to the evaluation criteria based on price and preference points (80/20 weighting).
• Compliance with compulsory documentation and proof requirements to avoid disqualification.

Skills and Qualification Requirements

Suppliers must demonstrate:

• Registration with relevant authorities (CSD, tax compliance).
• Experience in supplying similar stationery items, evidenced by previous supply references within the past 24 months.
• Ability to provide the required documentation, including BBBEE certificates and declarations.
• Understanding of procurement procedures and compliance with South African public sector procurement policies.
• Capacity to deliver the specified quantities within the stipulated timeframes.

Additionally, bidders should be familiar with the procurement portal and submission procedures, ensuring all documentation is uploaded correctly and submitted via the designated channels.
