Objectives

The primary objectives of this tender are to upgrade roads from Brecher to Hospital within Vryheid, ensuring improved safety, durability, and functionality of the road infrastructure. Specific aims include minimizing environmental impacts, ensuring safety and health standards, promoting local employment and enterprise participation, and delivering a quality product within the specified timeframe.

Scope

The scope encompasses rehabilitation and upgrading of local roads, including removal of existing surfaces, milling, stabilization, resurfacing, patching, installation of signage and road markings, and associated infrastructure works. It involves construction activities such as excavation, stabilization, asphalt laying, drainage, traffic accommodation, safety measures, and environmental management, all in accordance with specified standards and specifications.

Technical Requirements

• Adherence to Standard Specifications (COLTO 1998, SANS 10396, SANS 1914, SANS 1921, etc.) and project-specific specifications.
• Implementation of approved construction methods, including milling, stabilization, asphalt surfacing, and drainage works.
• Provision of traffic management and safety measures compliant with South African Road Traffic Signs Manual and relevant regulations.
• Environmental management as per EMP, including waste management, water and soil protection, and rehabilitation.
• Compliance with Occupational Health and Safety Regulations, including risk assessments, safety plans, and appointment of safety personnel.
• Quality assurance through testing of materials, workmanship, and construction processes.
• Provision of site facilities, accommodation of traffic, and management of existing services to prevent disruptions.
• Submission of all required documentation, including environmental plans, safety plans, certificates, and compliance certificates.

Skills and Skills Requirements

• Qualified civil engineering professionals with experience in road rehabilitation, stabilization, and asphalt works.
• Skilled operators for plant and equipment such as milling machines, rollers, pavers, and asphalt distributors.
• Experienced safety officers and health and safety personnel familiar with Construction Regulations 2003 and OHSA 1993.
• Environmental management specialists capable of implementing EMP and monitoring environmental impacts.
• Traffic management personnel trained in signage, flagging, and traffic control procedures.
• Project management staff with expertise in scheduling, quality assurance, and contract administration.
• Labor force capable of executing labour-intensive activities where specified, with appropriate training and supervision.
