Objectives

The primary objectives of this tender are to upgrade and rehabilitate the roads along East and Heeren Streets in Vryheid, ensuring safe, durable, and environmentally compliant infrastructure. Specific aims include minimizing environmental impacts, ensuring safety and health standards, promoting local economic benefits through SMME participation, and restoring the site post-construction to its natural state. Additionally, the project seeks to improve traffic flow, safety, and aesthetics while adhering to legislative and environmental standards.

Scope

The scope encompasses comprehensive road rehabilitation including removal of existing surfaces, milling, stabilization, reconstruction of pavement layers, installation of signage and markings, drainage works, and ancillary services. It involves the upgrading of local roads with various construction activities such as excavation, stabilization, asphalt paving, surface treatments, installation of road signs, traffic management, and environmental management. The project is divided into sections with specific tasks, including site preparation, material testing, environmental and safety compliance, and post-construction rehabilitation.

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (COLTO 1994/2015) and relevant SANS standards, including specifications for materials, asphalt design, and construction methods.
• Implementation of approved environmental management plans, including waste management, erosion control, and protection of flora, fauna, archaeological sites, and water resources.
• Compliance with Occupational Health and Safety Regulations, including the appointment of safety personnel, risk assessments, safety plans, and record-keeping.
• Provision of traffic accommodation measures, including signage, flagmen, and temporary deviations, in accordance with the South African Road Traffic Signs Manual and relevant standards.
• Use of specified materials, including asphalt mixes, stabilizers, and concrete, with quality assurance and testing as per project specifications.
• Proper site establishment, including facilities for the engineer, contractor’s camp, and safety measures.
• Timely submission of documentation, including environmental plans, safety plans, quality assurance, and progress reports.
• Implementation of labour-intensive methods where specified, with appropriate supervision and record-keeping.

Skills and Skills Requirements

• Proven experience in road rehabilitation, milling, stabilization, asphalt paving, and drainage works, with a minimum of 3-5 years in similar projects.
• Registration with the CIDB in at least category 6CE or higher, with relevant grading for civil construction works.
• Demonstrated capability in environmental management, including compliance with environmental legislation and standards.
• Qualified personnel in occupational health and safety, including safety officers, supervisors, and site managers with relevant certifications.
• Competence in traffic management, signage installation, and public safety measures, with personnel trained in traffic control and flagging techniques.
• Ability to prepare and implement health and safety plans, risk assessments, and quality assurance procedures.
• Capacity to manage local SMMEs and promote local economic participation, with experience in contractor development programs.
• Technical skills in material testing, asphalt mix design, and construction supervision, supported by relevant qualifications and certifications.
• Effective communication and documentation skills for reporting, record-keeping, and stakeholder engagement.
