Objectives

The primary objectives of the upgrade project are to rehabilitate and upgrade local roads within Vryheid, ensuring safe, durable, and functional road surfaces. Specific aims include minimizing environmental impacts, ensuring safety for workers and the public, facilitating efficient traffic accommodation, and promoting local economic benefits through employment and procurement of local materials. Additionally, the project seeks to protect archaeological and cultural sites, manage waste responsibly, and ensure compliance with health, safety, and environmental regulations.

Scope

The scope encompasses the rehabilitation and upgrading of roads, including removal of existing surfaces, milling, stabilization, reconstruction, surfacing, installation of signage and road markings, drainage works, and related infrastructure. It involves detailed tasks such as:

• Surface removal and milling of existing layers
• Chemical stabilization and reconstruction of pavement layers
• Application of prime coats, asphalt layers, and surface treatments
• Installation of road signs, markings, and safety devices
• Drainage and culvert works
• Traffic accommodation and safety measures during construction
• Environmental management and site rehabilitation
• Provision of site facilities, security, and health and safety measures

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (COLTO 1998) and relevant SANS standards
• Compliance with Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations 2003
• Implementation of environmental management plans, including waste management, water and soil protection, and protection of archaeological sites
• Use of approved materials, including specified asphalt mixes, stabilizers, and concrete
• Proper traffic management, including signage, flagging, and safety devices, in accordance with the South African Road Traffic Signs Manual
• Provision of quality assurance, testing, and inspection of materials and workmanship
• Preparation and submission of detailed construction and traffic management plans
• Timely completion within the specified duration (12 months) and completion of all works to the required standards

• Qualified civil engineers with experience in road rehabilitation, pavement design, and construction management
• Skilled construction workers trained in asphalt laying, concrete work, stabilization, and drainage construction
• Qualified health and safety officers familiar with construction safety regulations and procedures
• Environmental specialists to oversee environmental management and compliance
• Traffic management personnel trained in signage, flagging, and safety protocols
• Laboratory technicians accredited for testing materials such as asphalt, concrete, and soil
• Project management team with experience in scheduling, procurement, and contract administration
