Objectives

The primary objective of this tender is for the Road Accident Fund (RAF) to appoint a suitable service provider to conduct a HIV Counselling and Testing (HCT) Drive. The event aims to provide HIV testing services to approximately 250 individuals at the RAF Hatfield Office on 18 and 19 March 2026, promoting health awareness and facilitating confidential testing.

Scope

The scope of the project includes:

• Provision of 250 rapid HIV test kits.
• Setting up five testing stations within closable gazebos to ensure confidentiality.
• Deployment of five qualified nurses registered with the South African Nursing Council (SANC) to administer tests.
• Conducting the testing over two days, from 08:00 to 14:00 each day, including 30 minutes for setup each morning.
• Providing a confidential utilization report detailing age, gender, last testing date, and test results, to be submitted with the invoice.

Technical Requirements

The technical specifications for the service include:

• Supply of 250 rapid HIV test kits suitable for quick and reliable testing.
• Establishment of five testing stations in secure, closable gazebos to maintain client confidentiality.
• Deployment of five nurses registered with SANC to perform testing, ensuring compliance with professional standards.
• Provision of a detailed confidential utilization report capturing demographic and testing data.
• Testing to be conducted within the specified dates and times, with setup starting at 08:00 each day.

Skills Requirements

The successful service provider must demonstrate:

• Qualified nursing staff registered with the South African Nursing Council (SANC) with current registration certificates.
• Experience in conducting HIV testing and counseling in a confidential and professional manner.
• Ability to manage and set up testing stations that ensure privacy and confidentiality.
• Capability to compile and submit detailed utilization reports accurately and promptly.
• Adherence to all relevant health, safety, and confidentiality standards during the event.
