Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct personnel verification checks (PVC), security background checks, and pre-screening of preferred candidates, members, and security service providers for the Department of Economic Development, Tourism and Environmental Affairs (EDTEA). The aim is to ensure that only suitable, security-competent personnel are employed, thereby mitigating risks associated with employment and security breaches over a period of 36 months.

Scope

The scope of work includes:

• Provision of personnel verification checks, including security background and criminal record checks.
• Pre-screening of preferred candidates, members, and security service providers.
• Delivery, installation, and training on the use of pre-screening systems and equipment.
• Support and maintenance of the system for a duration of 36 months.
• Ensuring confidentiality and compliance with POPIA during all searches and data handling.

The service provider must deliver high-quality, reliable, and easily maintainable systems, providing detailed support and adhering to predetermined timelines. The provider will report to the Manager of Security Services and ensure all activities are conducted confidentially and securely.

Technical Requirements

• Implementation of a secure login system with intuitive interface and comprehensive help resources.
• Capability to perform biometric fingerprint checks (manual, electronic, automated), criminal record checks, credit checks, citizenship verification, driver’s license checks, PSIRA registration checks, and social media checks.
• Offsite fingerprint capturing services and integration with SAPS Automated Fingerprint Identification System.
• Provision of software licenses, installation, and user training.
• Generation of confidential reports as per service level agreements.
• Support for a project duration of 36 months with detailed support and maintenance services.

Skills Requirements

• Proven experience in providing personnel pre-screening and security background checks, especially within government or similar organizations.
• Ability to deliver and support secure, reliable, and user-friendly pre-screening systems.
• Demonstrated capability to handle biometric, criminal, credit, citizenship, driver’s license, PSIRA, and social media verification processes.
• Strong project management skills with the ability to meet strict timelines and deliver comprehensive training and support.
• Experience in maintaining confidentiality and compliance with POPIA and other relevant legislation.
• Provision of relevant reference letters and credentials demonstrating successful past projects in similar scope.
