Objectives

The primary objective of this tender is to appoint a multi-disciplinary built-sector professional services organization with qualified and registered professionals to undertake investigations and reporting for the North of Mandela Square Informal Settlement in the Breede Valley Municipality, Western Cape Province. The investigations aim to inform the development of an Upgrading Plan, Masterplan, and future implementation by assessing environmental, infrastructural, and geotechnical conditions to ensure the land's suitability for upgrading and provision of basic services and top structures.

Scope

The scope of work includes:

• Environmental Assessment: Conduct desktop environmental screening, visual inspections, stakeholder consultations, and produce an Environmental Screening Report identifying constraints, opportunities, and regulatory requirements.
• Bulk Engineering Assessment: Evaluate existing infrastructure capacity for water, sewerage, electricity, and stormwater through desktop investigations, visual inspections, and capacity analysis.
• Geotechnical Assessment: Perform desktop geotechnical investigations, review existing data, and analyze land suitability for infrastructure and top structures.
• Deliverables: Final reports for each assessment (environmental, bulk infrastructure, geotechnical) including maps, analysis, and recommendations.
• Additional activities: Stakeholder engagement, mapping, and preliminary costings for infrastructure upgrades.

Technical Requirements

The technical requirements specify that the service provider must:

• Undertake desktop reviews and baseline data collection for environmental, infrastructural, and geotechnical conditions.
• Conduct site visits, visual inspections, and field observations.
• Produce environmental sensitivity maps and assess ecological, heritage, flood, wetlands, and other constraints.
• Evaluate existing bulk infrastructure capacity and identify bottlenecks or gaps.
• Gather and analyze geotechnical data, including terrain classification and land stability.
• Prepare detailed reports with findings, maps, and recommendations within specified timeframes.
• Engage stakeholders and verify regulatory requirements.

Skills Requirements

The tender requires the following skills and qualifications from the service provider and team members:

• Project Experience: Demonstrated experience in environmental assessments, bulk infrastructure evaluations, and geotechnical studies.
• Team Composition:
  • A registered Environmentalist (SA Council for Natural Science) with at least 10 years of experience.
  • A registered Civil Engineer (ECSA) with at least 10 years of experience.
  • A registered Geotechnical Engineer or Geologist (ECSA or SACNASP) with at least 10 years of experience.
• Methodology: Clear approach and detailed methodology outlining how tasks will be executed, resource allocation, and stakeholder engagement strategies.
• Documentation: Appointment letters, proof of registration, and evidence of previous relevant projects.
