Objectives

The primary objective of this tender is to procure professional civil and structural engineering services for Nkwezana Primary School in East London. The services aim to support the design, planning, and construction phases of the school project, ensuring compliance with relevant standards and stakeholder requirements.

Scope

The scope of work includes:

• Provision of civil and structural engineering consulting services as per the latest Guidelines for Services and Processes for Estimating Fees (Gazette No. 52691, 16 May 2025).
• Work in collaboration with other professional disciplines such as architectural, mechanical, electrical, and quantity surveying services.
• Preparation of tender documentation, including Bills of Quantities, with input from the appointed Quantity Surveyor.
• All civil and structural engineering works related to the building, including site assessments and design endorsements.
• Coordination with local authorities and stakeholders throughout all project stages.
• Contributing to skills development and training during project execution.

Technical Requirements

The technical requirements include:

• Registration with the Engineering Council of South Africa (ECSA) for all consulting engineers.
• Adherence to the scope of services outlined in the latest professional fees guidelines and tariffs.
• Provision of comprehensive civil and structural engineering services covering all project phases from inception to completion.
• Coordination with other professional disciplines and local authorities.
• Preparation of detailed design, documentation, and tender documentation.
• Provision of inputs for Bills of Quantities and site supervision as required.
• Implementation of quality control measures and stakeholder engagement processes.

Skills Requirements

The successful tenderer must possess:

• Professional registration with ECSA for civil and structural engineering disciplines.
• Proven experience in designing and managing school or similar educational facility projects within South Africa, preferably in the Eastern Cape region.
• Demonstrated ability to coordinate multidisciplinary teams including architects, quantity surveyors, and other specialists.
• Capacity to prepare comprehensive tender documentation, Bills of Quantities, and site supervision reports.
• Skills in stakeholder engagement, local authority coordination, and community involvement.
• Experience in skills development and training during project execution.
• Knowledge of relevant legislation, standards, and government procurement policies.
• Ability to deliver within specified timelines and budget constraints.
