Objectives

The primary objective of this tender is to procure professional architectural services for the design, planning, and management of Nkwezana Primary School in East London. The services aim to ensure the successful development of the school infrastructure in accordance with the employer’s objectives, standards, and regulations, including stakeholder coordination and quality assurance throughout the project lifecycle.

Scope

The scope of work includes:

• Provision of comprehensive architectural and principal agency consulting services as per the guidelines issued by SACAP and the Department of Public Works.
• Coordination with other engineering disciplines (civil, structural, electrical, mechanical, quantity surveying) outsourced as required.
• Design development, documentation, procurement support, contract administration, site inspections, and project close-out.
• Engagement with local authorities, stakeholders, and community involvement.
• Adherence to project objectives, quality standards, and legislative requirements, including heritage considerations if applicable.

Technical Requirements

The technical requirements include:

• Registration with SACAP for all professional staff involved.
• Provision of services in accordance with the latest South African Council for the Architectural Profession (SACAP) guidelines and the Department of Public Works’ rates and tariffs.
• Preparation of detailed design, specifications, and tender documentation.
• Coordination with other professional disciplines and stakeholders.
• Implementation of quality control, risk management, and compliance with applicable legislation and standards.
• Provision of professional indemnity insurance within 21 days of appointment.
• Management of project phases including inception, concept, design development, documentation, procurement, construction supervision, and project close-out.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in delivering similar school projects or comparable infrastructure projects within the last five years.
• Qualified and registered professionals with SACAP (Architects, Technologists, or Technicians).
• Capability to coordinate multi-disciplinary teams and manage stakeholder engagement.
• Competence in project management, contract administration, and quality assurance.
• Knowledge of local regulations, heritage legislation (if applicable), and community involvement processes.
• Ability to produce compliant tender documentation and manage project timelines and budgets effectively.
• Experience in skills development and capacity building during project execution.
