Objectives

The primary objective of this tender is to procure a major service for the Lilliput sewer system across multiple clinics, including preventive maintenance, testing, repairs, and system assessments to ensure optimal functionality and compliance with safety standards.

Scope

The scope encompasses:

• Providing comprehensive servicing of the Lilliput sewer system at specified clinics (Mntungwana, Nokweja, Jolivet, Gcinokuhle, and others).
• Performing electrical wiring checks, replacing pumps, cleaning tanks, and ensuring all mechanical and electrical components operate correctly.
• Desludging septic tanks, replacing submersible pumps, connecting pipeworks, and testing system components.
• Supplying disinfectants, chlorine tablets, and other consumables.
• Conducting detailed system assessments, including conditional evaluations of sprinkler and water disposal systems, with reports and quotations for repairs or modifications.
• Cleaning and restoring the plant and surrounding areas post-service.

Technical Requirements

The technical specifications include:

• Compliance with Occupational Health and Safety Act (Act 85, 1993) and SANS 10142 wiring standards.
• Replacement of submersible pumps and installation of new blowers where specified.
• Electrical wiring and control system adjustments to ensure proper operation and auto start/stop functionality.
• Desludging septic tanks according to municipal bylaws with disposal reports.
• Motor testing: visual inspection, continuity, resistance, capacitor, power, and full load amp testing.
• Testing float switches, valves, and control panels for correct operation.
• Cleaning tanks, control boards, and plant areas.
• Supplying disinfectants and chlorine tablets, and ensuring system sanitation.
• Providing detailed service reports with photographic evidence.
• Performing conditional assessments and submitting reports with quotations for repairs or modifications.

Skills Requirements

The successful bidder must demonstrate:

• Experience in sewer system maintenance and repair, particularly with systems similar to Lilliput sewer systems.
• Qualified technical personnel, including artisans or technicians with valid electrical or mechanical trade test certificates.
• Capability to perform system testing, electrical wiring, and mechanical repairs in accordance with safety standards.
• Ability to prepare detailed reports, including system assessments, test results, and repair quotations.
• Competence in handling hazardous materials such as disinfectants and chemicals safely.
