Objectives

The primary objective of this tender is to procure a supplier for the supply and delivery of ophthalmology consumables to all institutions under the control of the Department of Health, Western Cape Government Health and Wellness, for a period of three years. The aim is to ensure consistent availability of high-quality ophthalmology consumables across all relevant healthcare facilities, supporting effective eye care services.

Scope

The scope encompasses the supply and delivery of a wide range of ophthalmology consumables, including intraocular lenses, surgical instruments, sutures, cannulas, eye shields, and other related ophthalmic products. The procurement covers various specifications, sizes, and types of consumables required for ophthalmic procedures, with delivery to multiple designated healthcare institutions within the Western Cape over a three-year period.

The scope also includes compliance with technical, quality, and regulatory standards, registration on the Central Supplier Database, and adherence to procurement policies and preferential procurement regulations.

Technical Requirements

• Suppliers must be registered on the Central Supplier Database (CSD) and provide proof of registration and tax compliance.
• All products must meet specified technical and quality standards, including compliance with SAHPRA registration and standards where applicable.
• Products must be new, unused, and of the most recent models, with warranties of at least 12 months.
• Samples of products must be submitted for clinical and technical evaluation, demonstrating compliance with specifications and clinical acceptability.
• Delivery must occur within specified timeframes: within 21 days for initial orders, and 48-72 hours for subsequent orders.
• All items must be individually packaged with clear labeling, including manufacturer details, product codes, and batch information.
• Prices must be quoted in ZAR, inclusive of VAT and all delivery costs, with options for firm prices or prices subject to ROE variations.
• Suppliers must comply with all relevant legislation, including health and safety, import duties, and regulatory standards.

Skills and Competency Requirements

• Proven experience in supplying ophthalmic consumables and medical devices, with a track record of long-term clinical safety and efficacy.
• Registered and compliant with SAHPRA and other relevant health authorities.
• Ability to provide technical documentation, datasheets, and clinical evidence backing product performance.
• Capability to manage logistics and timely delivery across multiple healthcare facilities.
• Demonstrated understanding of procurement policies, including preferential procurement and B-BBEE compliance.
• Qualified personnel to handle product evaluation, clinical testing, and quality assurance processes.
• Capacity to provide after-sales support, technical assistance, and warranty services.
