Objectives

The primary objective of this tender is to procure surgical instruments and related medical equipment that meet specified standards and technical requirements for use in healthcare facilities within the KwaZulu-Natal province. The procurement aims to ensure the availability of quality medical instruments to support surgical procedures and healthcare delivery.

Scope

The scope of the tender includes the supply of various surgical instruments and medical devices such as:

• Surgical instruments (e.g., tuning forks, scalpels, band holders, thermometers, urine jars, etc.)
• Monitoring devices (e.g., fridge data loggers, wall-mounted thermometers)
• Other medical accessories (e.g., head lamps, penlights, clip removers, thermometers)
• Specific items for healthcare facilities such as refrigerators, thermometers, urine jars, and other consumables

The procurement covers items with detailed specifications, quality standards, and compliance requirements, intended for use in various clinics and health centers across the province.

Technical Requirements

The technical requirements specify that all supplied items must:

• Conform to the detailed specifications provided in the annexure, including size, material, and functionality
• Meet applicable standards such as SABS or SANS approval where specified
• Be manufactured from approved materials, e.g., medical-grade stainless steel, biocompatible polymers, or approved plastics
• Be CE, RoHS, REACH compliant (for electronic devices like fridge loggers)
• Be suitable for sterilization, cleaning, and durable use in medical environments
• Include necessary documentation such as manuals, certificates of compliance, and warranty details
• Be delivered with appropriate packaging to prevent damage during transit
• Include items such as data loggers, thermometers, and other monitoring devices that meet specified technical parameters (e.g., temperature ranges, dimensions, display features)

Skills and Competency Requirements

Suppliers must demonstrate the following skills and competencies:

• Proven experience in supplying medical and surgical instruments to healthcare facilities
• Ability to meet technical specifications and quality standards as per the annexure
• Capability to provide technical support, manuals, and warranty services
• Compliance with regulatory requirements, including valid licenses from the South African Health Products Regulatory Authority (SAHPRA) for manufacturing or distribution of medical devices
• Capacity to deliver within the specified contract period and to handle logistics efficiently
• Provision of relevant certifications, such as ISO standards, CE marking, RoHS, REACH, and SABS/SANS approvals where applicable
• Demonstrated ability to provide after-sales support, training, and technical assistance
• Compliance with procurement policies, including disclosure of interests and adherence to the Preferential Procurement Regulations 2022
