Objectives

The primary objective of the tender is to appoint a qualified service provider to advise, design, implement, and support data governance, architecture optimization, and enablement services within Sasria’s Data Intelligence Programme. This includes operationalizing key components of the Business Change and Technology (BCT) Strategy and achieving the goals outlined in the Data and Analytics Strategy, with a focus on establishing robust data governance, quality, and architecture in the Microsoft technology stack.

Scope

The scope of the project encompasses:

• Design and implementation of a suitable data governance and data solution aligned with Sasria’s requirements.
• Assessment and enhancement of the current Azure Synapse Data Warehouse environment.
• Development of enterprise data modeling documentation.
• Provision of training and skills transfer to Sasria staff.
• Assessment and configuration of data collection methods, pipelines, and support/maintenance of the data architecture.
• Implementation of data quality processes and procedures.
• Project management following Prince 2 methodology, including defining phases, timelines, and deliverables.
• Full configuration, analysis, and support of the data system post-implementation.

Technical Requirements

The technical requirements include:

• Proven experience in data governance, data quality, and data architecture within the Microsoft Azure ecosystem.
• Implementation of data governance, security, and compliance measures in Microsoft technologies.
• Assessment and enhancement of the existing Azure Synapse Data Warehouse and BI environment.
• Development of enterprise data models and documentation.
• Hands-on training and knowledge transfer on configurations and processes.
• Assessment and configuration of data pipelines, sources, and supporting infrastructure.
• Design and implementation of data quality processes.
• Adherence to Sasria’s project management and delivery standards, including Prince 2 methodology.

Skills Requirements

The bidder must demonstrate:

• Certification as a Microsoft Partner with specialization in data and analytics solutions, supported by official documentation.
• At least one team member holding a Certified Data Management Professional (CDMP) certification at the Practitioner level.
• Minimum of 5 years of relevant experience in implementing data governance, data quality, and data architecture solutions within the Microsoft data technology stack.
• Proven ability to assess, design, and implement data solutions in Azure Synapse and related Microsoft technologies.
• Experience in developing enterprise data models and documentation.
• Strong project management skills, preferably with Prince 2 certification or equivalent.
• Capability to provide comprehensive training and skills transfer to Sasria staff.
• Ability to support and maintain the data architecture over the contract period of three years.
