Objectives

The primary objective of this tender is to procure a service provider capable of performing comprehensive data cleansing for Mohokare Local Municipality. The goal is to ensure accurate, complete, and up-to-date account and property data, facilitating effective revenue management, billing, and municipal planning.

Scope

The scope of work includes:

• Assigning identification numbers to all account holders (individuals, companies, trusts).
• Tracing debtors lacking accurate ID or registration numbers.
• Updating contact details (telephone, mobile, email, residential address), including spouse details for married couples.
• Verifying debtor status (deceased, deregistered, liquidated).
• Bulk provision of identification and contact data for system uploads.
• Reconciling valuation roll data with billing files, including property records from the deeds office and ensuring property attributes are correctly recorded.
• Processing accounts receivable data to identify indigent assistance eligibility.
• Classifying accounts (active/inactive, customer type, owner/tenant) and applying relevant tariffs.

Technical Requirements

The technical requirements for the project include:

• Provision of unique identification numbers for all account holders.
• Ability to trace debtors without complete ID or registration details.
• Bulk upload capability for updated account and contact information.
• Reconciliation of property data with the valuation roll and billing system.
• Processing bulk accounts receivable data for indigent assessment.
• Accurate classification and tariff assignment based on customer and property data.

Skills Requirements

The successful bidder must demonstrate:

• Experience in data cleansing projects, supported by appointment and reference letters from previous clients.
• Expertise of project and team leaders in data cleansing, with relevant qualifications (NQF levels 4-7) and a minimum of 3-5 years’ relevant experience.
• Capability to develop and present a detailed project implementation plan linking to revenue enhancement strategies.
• Proven ability to handle large datasets, reconcile property and billing data, and classify accounts accurately.
