Objectives

The primary objective of this tender is to solicit bids for the repair and rehabilitation of access roads and parking areas at Gerotek Test Facilities. The aim is to upgrade the existing infrastructure by conducting activities such as saw cutting existing asphalt, excavating and removing pavement material, crack sealing, constructing new pavement layers, and installing road markings, signage, and safety features.

Scope

The scope of work includes:

• Saw cutting existing asphalt and pavement layers
• Cutting and treating tree roots with chemical herbicide
• Excavating and removing existing pavement material
• Crack sealing and priming or tacking the cement-treated subbase
• Constructing a 150mm Emulsion Treated Base (ETB) layer
• Laying a 35mm Asphalt Surfacing (AC) layer
• Constructing a cape-seal using 14mm S-R1 or S-E1 seal & slurry
• Painting road markings and installing road studs
• Installing regulatory, warning, and informational signboards
• Constructing kerb and channel stormwater drains in new areas
• Constructing sub-base in proposed parking zones
• Installing segmental block paving and guardrails

Technical Requirements

The technical requirements encompass adherence to applicable standards, specifications, and procedures, including:

• Compliance with the User Requirement Specification for repair and reseal of access roads (dated 17 November 2025)
• Following the terms of reference, supplier sourcing procedures, and standard specifications such as COTO standards, FIDIC Conditions of Contract, and relevant South African standards
• Implementation of quality assurance measures, including testing and inspection by independent laboratories
• Construction in accordance with approved drawings, specifications, and safety protocols
• Installation of appropriate signage, road markings, and safety features as per standards
• Proper management of existing services and utilities during construction

Skills Requirements

The skills and competencies required for bidders include:

• Proven experience in road construction, rehabilitation, and asphalt works, with at least two completed projects involving asphalt, tar, or concrete surfaces
• Capability to undertake excavation, pavement construction, and surfacing activities in accordance with technical standards
• Qualified personnel such as a Construction Manager with relevant experience in road construction projects
• Ability to develop and implement quality control and assurance procedures, including testing and inspection
• Knowledge of safety regulations, signage installation, and traffic management during construction
• Experience in working within confined areas and narrow widths, with appropriate construction methods and equipment
• Capability to coordinate with authorities for service relocation and utility protection
• Competence in project planning, scheduling, and adherence to timelines (e.g., 12 months completion period)
