Objectives

The primary objective of this tender is to procure bifocal and single vision spectacles for GJ Crookes Hospital under the KwaZulu-Natal Department of Health. The procurement aims to ensure the supply of quality optical devices that meet specified standards, support local enterprises, and fulfill the hospital's requirements for a period of 12 months.

Scope

The scope includes the supply of:

• 350 bifocal spectacles
• 250 single vision spectacles
• Frames suitable for all ages, genders, and face shapes
• Spectacles packaged in standard vinyl cases in three sizes
• Optical lenses made of Organic Plastic (CR39)
• Delivery within 30 days from order receipt
• Provision of samples and technical support as specified

The scope also covers compliance with technical specifications, packaging, delivery, and after-sales support for a contract period of 12 months.

Technical Requirements

• Use of Organic Plastic Lenses (CR39) for all spectacles
• Complete set includes frame, lenses, spectacle case, and cleaning cloth
• Frames should be metal with flexi-temples, SABS approved, and of current designs
• Frames must cater for all face shapes, ages, and genders with a variety of colors
• Spectacles must be packaged in standard vinyl cases (small, standard, large)
• Delivery period should not exceed 30 days from order date
• All spectacles must be fitted with current registration of optometrists/dispensing opticians with HPCSA
• Out-of-stock frames will not be accepted once selected by a client
• Incorrect or defective orders will be returned at the supplier’s cost

Skills and Supplier Requirements

• Minimum of 5 years’ experience as a supplier of optical devices, supported by proof
• Registration with the Health Professions Council of South Africa (HPCSA) for employed optometrists/dispensing opticians
• Ability to provide samples of various frame designs upon request
• Capability to deliver within 30 days and maintain quality standards
• Provision of technical support and after-sales service
• Compliance with packaging, labeling, and documentation standards
• Availability of a contactable office for logistics and queries
• Adherence to procurement policies, including preference for South African owned enterprises
