Objectives

The primary objective of this project is to upgrade the Pegasus Canal in Equestria to improve stormwater management, reduce flooding incidents, and mitigate erosion damage. The project aims to deliver a technically sound, cost-effective, and environmentally sustainable solution that safeguards community assets and supports the City of Tshwane's long-term stormwater infrastructure vision. Additionally, the project seeks to create temporary employment opportunities and promote local enterprise participation, with a subcontracting target of 30% to BE subcontractors, of which 80% should be from the local community.

Scope

The scope includes construction of a 7-meter-wide reinforced concrete open canal over approximately 500 meters, construction of a bridge culvert system along Furrow Road, rehabilitation of embankments, installation and upgrading of stormwater pipelines and outlet structures, construction of new sloped kerbs, and rehabilitation of Furrow Road. The project also involves relocating/protecting existing services, managing traffic during construction, and ensuring environmental and community safety throughout the works.

Technical Requirements

• Design & Engineering: The project involves detailed design of temporary works, stormwater pipelines, culverts, and embankments, with drawings and specifications provided in the contract documents.
• Construction Methods: Construction shall follow approved method statements, with phased excavation, backfilling, and pipe laying to minimize open trench durations. Use of barricades, signage, and safety measures is mandatory.
• Materials & Plant: Use of approved materials (e.g., G5-G6 soil for soilcrete, specified asphalt mixes) and plant (e.g., excavators, rollers, cranes) in accordance with standards. All plant and equipment must be inspected regularly.
• Environmental & Safety: Implementation of environmental management plans, dust suppression, waste management, and pollution control. Strict adherence to health and safety regulations, including PPE, hazard controls, and emergency procedures.
• Service Relocation & Protection: All underground and overhead services (water, electricity, telecom) must be located, protected, and relocated with prior approval, using approved methods and documentation.
• Traffic & Public Safety: Traffic management plans, barricading, signage, and pedestrian safety measures are required to minimize public impact and ensure safety during construction.
• Quality Control & Testing: Regular testing of materials (soil, asphalt, concrete), inspections, and documentation are required to meet specified standards.

Skills & Skills Requirements

• Design & Engineering: Qualified civil/structural engineers, geotechnical specialists, and environmental consultants with relevant experience and registration (e.g., SACPCMP).
• Construction & Site Management: Skilled construction managers, supervisors, and skilled tradespeople (e.g., pipe layers, concreters, asphalt workers) with relevant certifications and experience.
• Health & Safety: Certified SHE officers, safety supervisors, and first aid personnel trained in construction safety regulations, hazard management, and emergency response.
• Environmental & Community Engagement: Environmental officers and community liaison officers experienced in environmental management plans, community engagement, and public safety.
• Specialist Skills: Licensed blasters for controlled blasting operations, licensed crane and lifting equipment operators, and qualified electrical and mechanical personnel for service relocation and electrical works.
• Quality & Testing: Qualified laboratory technicians and quality assurance personnel for material testing, inspection, and compliance verification.
