Objectives

The primary objective of this tender is to appoint contractors for the construction of sewered and alternative non-sewered sanitation systems in informal settlements within the City of Ekurhuleni. The aim is to upgrade sanitation infrastructure to improve living conditions, promote human dignity, ensure environmental compliance, and reduce reliance on chemical toilets. The project supports the broader mandate of the National Department of Human Settlements to upgrade informal settlements and provide sustainable sanitation solutions.

Scope

The scope includes:

• Construction of sewered sanitation systems where feasible, including pipework, chambers, and water treatment facilities.
• Installation of non-sewered sanitation solutions such as septic tanks, conservancy tanks, and on-site treatment technologies.
• Provision of precast concrete toilet units, ablution blocks, and associated civil works.
• Construction of water reticulation and stormwater drainage systems, including pipe laying, chambers, and ancillary structures.
• Implementation of labour-intensive construction methods, employing local workers and ensuring safety and environmental standards.
• Provision of boreholes, elevated water tanks, and water supply systems for settlements lacking adequate water infrastructure.
• Reinstatement of disturbed surfaces, roads, and existing infrastructure post-construction.
• Compliance with environmental, health, and safety regulations throughout the project duration.

Technical Requirements

The technical requirements encompass:

• Design, supply, installation, testing, and commissioning of sanitation and water systems in accordance with SANS standards, DWS standards, and relevant legislation.
• Use of durable, water-tight precast concrete toilet units, septic tanks, conservancy tanks, and package sewage treatment plants with minimum life spans of 10 to 20 years.
• Installation of pipelines (HDPE, uPVC, or cast iron) with appropriate jointing, corrosion protection, and support systems, ensuring proper alignment and support.
• Implementation of trenchless technology (horizontal directional drilling) for crossing roads and railway lines, with provisions for guidance, lubrication, and monitoring.
• Provision of safety measures, including barricades, signage, and protective equipment, in compliance with the Occupational Health and Safety Act.
• Environmental management, including stormwater control, site rehabilitation, and minimization of disturbance to existing services and infrastructure.
• Use of labour-intensive methods for activities such as trenching, backfilling, and reinstatement, employing local labour where possible.
• Quality control through testing, inspection, and certification of materials, pipe joints, and completed works.

Skills and Skills Requirements

The tender specifies the following skills and personnel qualifications:

• Contractors must have CIDB grading of 6CE / 5CEPE or higher, with relevant experience in water, sewerage, and sanitation projects.
• Key personnel include:
• Project/Construction Manager: BEng, BTech, or equivalent in Civil Engineering, or registered with SACPCMP or ECSA as a Professional Engineer/Technologist.
• Site Agent: Civil Engineering qualification (BEng, BTech, or equivalent).
• Land Surveyor: Degree or diploma in Land Surveying, registered as a Professional Land Surveyor.
• Safety Officer: Diploma in Environmental Health, registered with SACPCMP.
• Personnel must have a minimum of 5 years’ experience in relevant construction activities, including installation of water and sanitation infrastructure.
• All key personnel must be dedicated full-time to the project and cannot be assigned to multiple positions or projects simultaneously.
• Labor skills include unskilled, semi-skilled, and skilled workers trained in labour-intensive construction methods, with specific training programs for targeted labour (e.g., in health and safety, construction techniques).
• Contractors must demonstrate capacity to manage health and safety, environmental compliance, and quality assurance through relevant certifications, experience, and documented procedures.
• Labour-intensive methods require personnel trained in specific skills such as trenching, backfilling, stone pitching, and reinstatement, with adherence to the specified standards and procedures.
