Objectives

The primary objective of this tender is to procure 2 units of pulse oximeters for Prince Mshiyeni Memorial Hospital under the KwaZulu-Natal Department of Health. The procurement aims to acquire reliable, compliant, and technically suitable pulse oximeters that meet specified standards and standards evaluation criteria.

Scope

The scope encompasses the supply, delivery, installation, testing, calibration, training, and commissioning of two pulse oximeter units. The procurement includes optional accessories, consumables, spare parts, manuals, and training support, ensuring the equipment's operational readiness and compliance with technical and safety standards. The units are intended for use across various hospital departments, including adult, paediatric, and neonatal applications.

Technical Requirements

• The pulse oximeters must be non-invasive, electronic, standalone, and suitable for adult, paediatric, and neonate patients.
• The units must continuously measure and display SpO2 and pulse rate, with the ability to operate in low perfusion and motion conditions.
• The devices should be robust, user-friendly, modular, and compliant with international safety standards IEC 60601-1 and 60601-1-2.
• Measurement accuracy for SpO2 must be better than ±2%, with adjustable averaging periods.
• The display must be clear, backlit, and capable of showing trend data and waveforms from a minimum of 24 hours.
• The units must operate off 220V ±10% AC supply with internal rechargeable batteries capable of at least 60-120 minutes backup.
• Guarantee period of at least 24 months, with guaranteed uptime of at least 99%, including maintenance and repair services.
• Equipment must include reusable sensors, optional sensors, and accessories, with provisions for disinfection and interface cables.
• Equipment must be CE certified, and compliant with all relevant standards and regulations, including Hazardous Substance Act licensing if applicable.
• Delivery, installation, demonstration, and acceptance testing must be completed within specified timeframes.

Skills Requirements

• Qualified technical personnel trained by the manufacturer in calibration, maintenance, repair, and servicing of the pulse oximeters.
• Technicians must be employed directly or through authorized subcontractors with proven local service facilities in KwaZulu-Natal.
• Trained technicians must be available within 24 hours for maintenance or repair services.
• Bidder must provide comprehensive training to the hospital's technical staff, including calibration, troubleshooting, and repair down to PCB level, with certification of competency.
• Bidder must supply detailed manuals (operation, maintenance, repair) and software for troubleshooting and calibration at no extra cost.
• Demonstration of the equipment's technical and clinical evaluation, preferably by a government institution, is desirable.
