Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver expert Total Rewards advisory services, encompassing both fixed and variable pay, to TCTA over a period of 12 months. The services include benchmarking salaries, employee benefits, variable pay/incentives, job evaluation, remuneration analysis, and related advisory functions to support TCTA's total rewards strategy and decision-making processes.

Scope

The scope of work involves:

• Providing a detailed project management plan outlining roles, responsibilities, and timelines for TCTA stakeholders (Executives, HR, management, employees, labor).
• Conducting benchmarking of salaries, benefits, and incentives, including salary movements and market trends.
• Preparing reports such as annual salary increase analysis, wage gap and race analysis, total rewards strategy review, staff cost affordability assessment, and non-monetary rewards study.
• Advising on total rewards policies and procedures, and conducting comparative studies.
• Establishing and training a grading committee on Paterson methodology, and transferring skills to internal staff.
• Providing ad-hoc remuneration advice and presenting findings to various governance bodies.

Technical Requirements

The service provider must:

• Use best practice norms and standards, ensuring advice is independent, valid, reliable, and based on credible survey data from both public and private sectors.
• Demonstrate experience with at least five completed Total Rewards projects, with verifiable reference letters.
• Have personnel with relevant South African Reward Association designations:
• Project Leader: Master Reward Specialist
• Two Reward Specialists: Reward Specialist designation
• Provide comprehensive CVs and supporting documentation for all key personnel.
• Ensure deliverables include detailed reports, presentations, and skills transfer sessions.
• Adopt a project management approach with clear activities, timelines, and stakeholder engagement.

Skills Requirements

The bidder must demonstrate:

• Proven experience in total rewards consulting, including salary benchmarking, benefits, job evaluation, and remuneration analysis.
• Capability to handle complex data analysis and market trend research.
• Expertise in Paterson grading methodology and remuneration strategy review.
• Strong project management skills to coordinate activities across multiple stakeholders and deliver on time.
• Skills transfer and capacity building to internal employees through training and mentorship.
• Compliance with local laws and international norms on fair labor practices and non-discrimination.
