Objectives

The primary objective of this tender is to invite expressions of interest for the implementation of support initiatives targeting SMMEs and ESD beneficiaries, with a focus on fostering the growth, sustainability, and operational independence of black-owned Micro and Small Enterprises (EMEs and QSEs) within the defense industry. The initiative aims to identify manufacturing-capable companies across South Africa to contribute to the development of the South African Defence Industry (SADI) and related sectors such as aeronautics and technology.

Scope

The scope encompasses:

• Supporting black SMMEs and ESD beneficiaries through monetary and non-monetary contributions.
• Participation in the AAD 2026 exhibition at Waterkloof Airforce Base from 16-20 September 2026, including providing products for display at no cost to Armscor.
• Development of a returnable schedule with required company credentials, proof of BBBEE status, and other compliance documents.
• Engagement in a non-compulsory online bidder's briefing scheduled for 06 March 2026.
• Adherence to evaluation criteria, including compliance with technical, financial, and BBBEE requirements.

Technical Requirements

The technical scope involves:

• Provision of company documentation such as CIPC registration, SARS verification, and proof of turnover.
• Submission of signed declarations confirming supply of defense-related products or services.
• Compliance with import and export regulations, including submission of security questionnaires and import permits where applicable.
• Provision of detailed IP information, including Background, Historic, and Foreground IP, using specified templates and spreadsheets.
• Adherence to Armscor’s security, confidentiality, and contractual IP management policies.

Skills Requirements

The skills and competencies sought include:

• Experience in defense industry manufacturing or supply of defense-related products/services.
• Ability to compile and submit comprehensive compliance documentation, including BBBEE certificates, financial statements, and legal registration documents.
• Knowledge of import/export regulations and security procedures.
• Capability to manage intellectual property, including Background, Historic, and Foreground IP, and to complete associated spreadsheets accurately.
• Proficiency in preparing detailed bid schedules, compliance declarations, and technical proposals.
• Understanding of procurement policies, preferential point systems, and evaluation criteria.
