Objectives

The primary objective of this tender is to solicit contractors to remove, repair, or replace existing beach access structures within Mossel Bay Municipality. The aim is to ensure safe, functional, and compliant beach access facilities over the contract period from July 2026 to June 2029.

Scope

The scope encompasses a comprehensive range of civil and construction activities including:

• Preliminaries and general health & safety requirements
• Site establishment, clearance, and protection of the public
• Alterations involving demolition, removal, and disposal of existing structures
• Construction of timber staircases, concrete staircases, gabions, and associated structures
• Foundation trench excavation, backfilling, surface preparation, and installation of gabions
• Provision of provisional sums for additional works and materials
• Compliance with health and safety regulations, environmental management, and project-specific requirements

Technical Requirements

The technical scope includes:

• Removal and disposal of existing concrete slabs, tiles, and structures with care to avoid damage
• Preparation of surfaces for new finishes, including cleaning, repair, and leveling
• Installation of timber staircases with specified materials, dimensions, and workmanship standards
• Construction of gabion structures with excavation, backfilling, surface preparation, and filling
• Installation of filter fabrics and other geotechnical components
• Adherence to detailed drawings, specifications, and applicable standards (e.g., SANS, CR regulations)
• Provision of health and safety plans, risk assessments, and compliance documentation

Skills Requirements

The tender requires bidders to demonstrate:

• CIDB registration of at least grade 2 GB or 2 CE or higher
• Relevant experience in civil works, structural repairs, and construction of timber and concrete structures
• Proven track record of completing similar projects successfully, supported by completion certificates or references
• Competency in health and safety management, including appointment of safety officers and preparation of H&S files
• Capability to undertake excavation, gabion construction, and installation of timber and concrete staircases
• Knowledge of environmental management, waste disposal, and compliance with legal and municipal regulations
• Ability to prepare and implement detailed health and safety plans, risk assessments, and site-specific procedures
• Qualified personnel for supervision, safety management, and technical execution as per Annexure 6
