Objectives

The primary objective of this tender is to appoint contractors capable of providing cleaning, repair, and maintenance services for sewer pipelines across the South-west and North-east districts of the City of Ekurhuleni. The aim is to ensure a hygienic environment, proper sewer infrastructure functioning, and compliance with health and safety standards through specialized services such as sewer line cleaning, repairs, pipe jacking, trenchless tunnelling, slip-lining, and unblocking.

Scope

The scope of work includes:

• Supply, installation, and construction of new sewer infrastructure components with all necessary appurtenances.
• Removal and demolition of existing sewer infrastructure components.
• Traversing roads and infrastructure via pipe jacking or slip-lining techniques.
• Installation of sewer pipes within existing pipelines using slip-lining or pipe cracking methods.
• Repairs and maintenance of sewer infrastructure, including unblocking and cleaning of pipelines mechanically.
• Backfilling, compaction, and reinstatement of surfaces such as asphalt, kerbs, paving, and structures caused by construction activities.
• Administrative tasks including issuing work orders, liaising with authorities, and ensuring safety protocols.
• Work to be carried out within designated districts, with specific attention to safety, environmental, and traffic management requirements.

Technical Requirements

The technical requirements encompass:

• CIDB contractor grading designation of 6CE or higher (or 5CEPE for emerging enterprises).
• Provision of plant and equipment such as TLBs, tipper trucks, jet trucks, combination trucks, civil engineers, plumbers, and safety officers, with specified minimum capacities.
• Demonstrated experience with at least two completed relevant projects, including references.
• Financial capacity to deliver, evidenced by bank letters, bank statements, or funding approval for at least R1,300,000.
• Provision of qualified key personnel: Civil Engineer, plumbers, Safety Officer, with relevant certifications and experience.
• Compliance with health and safety regulations, including preparation of a comprehensive H&S plan, risk assessments, and safety procedures.
• Adherence to environmental management, waste disposal, and traffic control standards.
• Use of labour-based construction methods where specified, with emphasis on local employment and resource utilization.

Skills Requirements

The skills and qualifications required include:

• Registered CIDB contractor with a minimum of 6CE or higher grading.
• Qualified civil engineers (ECSA registered), plumbers (Trade Test Certified), and safety officers (SACPCMP registered).
• Experience in sewer maintenance, pipe jacking, trenchless tunnelling, slip-lining, and related civil engineering works.
• Ability to operate and maintain specialized plant and equipment safely and effectively.
• Competence in health and safety management, including risk assessments, safety planning, and incident reporting.
• Proficiency in environmental management, waste disposal, and traffic management.
• Effective communication skills for liaising with authorities, clients, and the public.
• Demonstrated ability to work in confined spaces, at heights, and in potentially hazardous environments, with appropriate safety measures.
