Objectives

The primary objective of this tender is to appoint a service provider capable of supplying, installing, implementing, operating, supporting, and maintaining an advanced Traffic Contravention Management System for the period from 01 July 2026 to 30 June 2029. The system aims to enhance traffic law enforcement through the deployment of digital camera systems, back-office processing, and related services to improve speed and red-light violation detection, enforcement, and legal processing within the municipality.

Scope

The scope encompasses:

• Supply, installation, and maintenance of digital speed and red-light violation cameras (fixed, semi-fixed, mobile, and semi-permanent).
• Provision of handheld electronic notices and handheld devices with GPS integration.
• Implementation of an integrated Traffic Contravention Management System including back-office services for processing fines, notices, warrants, and court documentation.
• Installation and maintenance of Automatic Number Plate Recognition (ANPR) systems on patrol vehicles and roadblock support vehicles.
• Development of interfaces with NaTIS, SAPS, and other relevant databases for vehicle and offender data retrieval.
• Provision of a fully functional service center for back-office operations, including data management, reporting, and support services.
• Integration with municipality’s cash receipt systems and third-party payment platforms for fine validation and payments.
• Provision of training, technical support, and system calibration over the contract period.

Technical Requirements

The technical specifications include:

• Supply and installation of digital cameras with Artificial Intelligence capabilities for enforcement at multiple sites, including fixed, semi-fixed, mobile, and semi-permanent locations.
• Compliance with SANS 1795 standards, TCSP guidelines, and approval from relevant authorities.
• Capability to detect speed violations, red-light violations, and other contraventions with features such as average speed measurement, multi-lane coverage, tamper detection, and encryption for evidence integrity.
• Operational temperature range of -10°C to 60°C, night-time illumination, vandalism protection, and quick site rotation features.
• Provision of handheld devices capable of scanning driver’s licenses, vehicle licenses, issuing notices, and GPS tracking.
• ANPR technology with real-time vehicle identification, warrant detection, and integration with databases for outstanding warrants, stolen vehicles, and false plates.
• Installation of ANPR on patrol vehicles with wireless communication, instant alerts, and photographic evidence capture.
• System integration with NaTIS, court systems, and payment platforms, with secure data handling and encryption.
• Provision of a comprehensive back-office system for processing, adjudication, and reporting of traffic violations and legal proceedings.
• System calibration, maintenance, and regular testing as per standards and legal requirements.

Skills Requirements

The service provider must demonstrate:

• Proven experience with similar traffic enforcement projects, including at least three relevant projects completed within the past ten years, supported by reference letters and project details (Annexure A).
• Technical expertise in deploying and maintaining digital camera systems, ANPR technology, and integrated back-office solutions compliant with national standards.
• Capability to provide trained technical personnel, including Junior Technicians, for installation, monitoring, maintenance, and support services.
• Ability to establish and operate a dedicated service center for ongoing support, data management, and system administration.
• Experience in interfacing with national databases (NaTIS, SAPS), court systems, and electronic payment platforms.
• Capacity to deliver comprehensive training, system calibration, and technical support throughout the contract duration.
• Demonstrated ability to ensure system security, data integrity, and tamper-proof evidence management.
