Objectives

The primary objective of this tender is to procure a civil maintenance contractor responsible for repairing, crack sealing, and asphalt patching works on the runway and taxiways at Kimberley Airport. The goal is to ensure the integrity and safety of the pavement infrastructure, maintain operational reliability, and comply with relevant safety and aviation legislation. The scope emphasizes sustainable maintenance with minimal operating costs while adhering to all regulatory frameworks such as ICAO, OHSACT, SANS, IEC, BS, ANSI, and ACSA policies.

Scope

The scope of work includes:

• Sealing cracks on pavement surfaces using modified binder class C–E1 in accordance with COLTO standards.
• Performing asphalt cut-and-patch repairs at three designated areas along Runway 10, involving saw-cutting, removal of failed asphalt, tack coat application, and reinstatement with hot asphalt mix.
• Ensuring all repairs are executed within a live airport environment, requiring coordination with airport operations and air traffic control.
• Applying asphalt treatment to damaged surfaces, sealing joints, and reinstating asphalt layers with minimum thickness of 0.035 m.
• Carrying out earthworks, stormwater management, fencing repairs, and other infrastructure maintenance as detailed in annexed site plans.
• Adhering to safety procedures, airside safety protocols, and environmental management standards during all activities.

Technical Requirements

The technical requirements include:

• Use of modified bituminous binders (C–E1) for crack sealing, conforming to TG1 standards with specified properties such as softening point, elastic recovery, flow, resilience, and viscosity.
• Provision of suitable equipment for crack sealing, including compressed air blowers, hot air lances, sealant applicators, and necessary safety gear.
• Execution of asphalt patching with hot asphalt mix, ensuring proper joint sealing and compaction to match existing pavement levels.
• Implementation of quality assurance measures, including inspections before and after work, adherence to industry standards, and drafting of quality plans.
• Compliance with all relevant safety, health, and environmental regulations, including the Occupational Health and Safety Act and ACSA environmental policies.
• Preparation of detailed maintenance and work schedules, including activity plans, resource proposals, and safety files.

Skills and Competency Requirements

The contractor must demonstrate:

• Proven experience in pavement maintenance, crack sealing, and asphalt patching at airports or similar infrastructure.
• CIDB contractor grading of at least 2CE or higher.
• Qualified personnel with relevant certifications, CVs, and experience in asphalt works, crack sealing, earthworks, and safety management.
• Availability of appropriate plant and equipment, including asphalt pavers, sealant applicators, compressors, and safety gear.
• Ability to coordinate effectively with airport operations, air traffic control, and safety teams.
• Knowledge of and compliance with all applicable standards, legislation, and environmental policies.
• Capacity to provide a detailed project plan, maintenance schedule, and quality assurance documentation.
