Objectives

The primary objective of this tender is to appoint service providers registered with PSIRA and NBCPSS to deliver security, patrol, and access control services at various facilities of the Cape Winelands District Municipality for the period ending 30 June 2027.

Scope

The scope encompasses providing security officers for access control, patrol, and security services at multiple facilities within the municipality, including specific locations such as Stellenbosch, Paarl, Worcester, Ceres, and Robertson. Services include day and night shifts, 24-hour coverage where specified, and adherence to statutory and municipal regulations. The scope also involves supervision, reporting, equipment provision, and compliance with all statutory and contractual requirements.

Technical Requirements

• Registration with PSIRA and NBCPSS, with valid proof attached.
• Provision of Grade C Security Officers for specified shifts and facilities, including day and night coverage.
• Security Officers must wear prescribed uniforms, display identification devices with PSIRA registration numbers and photos, and carry specified equipment (pocketbook, baton, handcuffs, whistle, flashlight, two-way radio or cellular phone).
• Adherence to statutory provisions, including the Occupational Health and Safety Act, 1993, and the Private Security Industry Regulation Act, 2001.
• Provision of supervisory visits, guard monitoring reports, and timely responses to municipality queries.
• Response to emergencies within 30 minutes, 24/7 availability, and conduct in line with municipal policies and safety regulations.
• Compliance with contractual obligations regarding equipment, uniforms, conduct, and reporting.

Skills Requirements

• Security Officers must have good verbal and written communication skills in at least two of the three official languages of the Western Cape.
• Officers must demonstrate proper conduct, professionalism, and adherence to safety and security protocols.
• Supervisors must possess adequate oversight skills, including record-keeping, reporting, and incident management.
• Service providers must have the capacity to deploy and manage security personnel effectively across multiple locations, ensuring continuous coverage and rapid response.
• Ability to interpret and comply with all statutory, municipal, and contractual requirements related to security services.
