Objectives

The primary objective of this tender is to construct the Kwakwatsi 88/6.6kV, 2x10MVA substation, including all associated civil, electrical, and control systems, to meet the specified technical and safety standards. The project aims to deliver a fully operational substation that complies with relevant standards, ensuring reliable power supply, safety, and integration with existing infrastructure.

Scope

The scope encompasses all civil, electrical, mechanical, and control works necessary for the complete construction, testing, and commissioning of the substation. This includes:

• Site preparation, geotechnical investigations, and civil foundations
• Design, procurement, and installation of transformers, switchgear, protection relays, and control systems
• Installation of cables, earthing systems, fencing, gates, and security measures
• Provision of SCADA, RTU, communication systems, and associated hardware
• Testing, commissioning, and handover of all electrical and civil components
• Provision of documentation, manuals, and training for operational staff

Technical Requirements

The technical requirements include, but are not limited to:

• Construction of a 88/6.6kV, 2x10MVA substation with all associated civil and electrical works
• Installation of two 10 MVA power transformers with specified testing and guarantees
• Installation of outdoor and indoor switchgear, circuit breakers, isolators, and surge arresters compliant with IEC standards
• Provision of protection relays with specified functionalities, testing, and certification
• Installation of control and communication systems including SCADA and RTU
• Implementation of earthing, lightning protection, fencing, and security systems
• Compliance with safety, environmental, and quality standards, including ISO 9001 and ISO 14001
• Adherence to technical schedules, drawings, and specifications provided in the tender documents

Skills and Skills Requirements

The tender requires the following skills and qualifications from the contractor and key personnel:

• Construction and Civil Engineering: Experience in civil works for substations, geotechnical investigations, foundation design, earthworks, and site development.
• Electrical Engineering: Proven experience in design, installation, and commissioning of high-voltage substations, transformers, switchgear, protection relays, and control systems.
• Protection and Control: Skilled personnel with expertise in protection relay settings, testing, and configuration, compliant with IEC standards.
• Project Management: Qualified project managers with experience in large-scale substation projects, including scheduling, resource management, and safety compliance.
• Health & Safety: Certified safety officers with experience in electrical safety, risk assessments, and safety management plans.
• Communication & SCADA Systems: Technicians skilled in SCADA, RTU, communication protocols, and system integration.
• Quality Assurance: Personnel capable of implementing ISO 9001 quality management systems and conducting quality control inspections.
• Environmental Management: Experience in environmental impact assessments, pollution control, and compliance with environmental standards.

All key personnel must possess relevant qualifications, certifications, and experience as specified in the tender documentation, including proof of registration with professional bodies where applicable.
