Scope

The scope of work involves designing and implementing a structured Competency Assessment Programme for VCW's Executive and Senior Management, including:

  • Developing a competency framework aligned with senior management roles, governance requirements, and leadership demands of a regulated water utility environment.
  • Assessing competencies related to strategic and executive leadership, governance, ethics, risk, compliance, people management, change, transformation, financial oversight, operational oversight, and behavioural effectiveness.
  • Conducting assessments for:
    • Executive Management
    • General Managers / Senior Managers
    • Identified strategic and critical leadership roles
  • Utilizing a combination of assessment tools including psychometric instruments, structured interviews, role-based case studies, simulations, and competency profiling.
  • Preparing individual confidential assessment reports highlighting strengths, gaps, risks, and development needs.
  • Producing a consolidated organisational leadership capability report with trends, systemic strengths, risks, and high-level recommendations.
  • Providing structured feedback sessions and supporting the development of Executive Development Plans (EDPs).

The project duration is anticipated to be 6 months.

Technical Requirements

  • Design of a competency framework tailored to senior roles within VCW.
  • Implementation of assessments using validated and accredited tools.
  • Assessment of key leadership roles including executive and senior management.
  • Generation of individual and organisational assessment reports.
  • Provision of feedback sessions and development support.
  • Preparation of comprehensive reports with actionable insights and recommendations.
  • Adherence to relevant policies, regulations, and standards, including compliance documentation (e.g., SBD forms, tax compliance).

Skills Requirements

  • Experience in leadership assessment: Proven track record in conducting competency assessments for medium to large organisations, especially in the public sector and State-Owned Entities.
  • Technical expertise: Competence in psychometric testing, behavioural profiling, structured interviews, and competency modelling.
  • Relevant experience: At least three contactable references for similar projects within the past five years.
  • Team qualifications: Key personnel with a minimum of 5 years’ experience in leadership assessment and related fields; team leader and key members should have relevant qualifications and expertise.
  • Professional memberships: Affiliation with recognised South African professional bodies such as SABPP, IPM, SIOPSA, or equivalent.
  • Local presence: The bidder must demonstrate local address verification within the Vaal Central Water supply area.
  • Compliance: Ability to meet all regulatory, policy, and procedural requirements, including submission of necessary documentation and adherence to procurement policies.
