Objectives

The primary objective of this tender is to supply, install, configure, test, and commission an integrated Rural Safety Surveillance System. The system aims to enhance rural safety through advanced surveillance technologies, real-time monitoring, animal and vehicle tracking, fire detection, and behavioral analytics to protect livestock, communities, and infrastructure in the Northern Cape Province.

Scope

The scope of work includes:

• Provision of 360-degree long-range surveillance cameras with thermal imaging and AI capabilities.
• Installation of camera poles, structures, and solar power backup systems.
• Integration of GPS/RFID livestock tags and geo-fencing software for animal monitoring.
• Implementation of fire detection modules and early warning systems.
• Development of a central monitoring dashboard with secure data storage and alert systems.
• Site assessments, installation, configuration, testing, and commissioning at multiple research stations and sites.
• Provision of training, support, and maintenance over a minimum period of 3 years.
• Integration with security companies and other stakeholders for shared monitoring.

Technical Requirements

The system must meet the following technical specifications:

• 360° panoramic surveillance cameras with a detection radius of at least 10 km, suitable for rural environments.
• Thermal imaging modules for night and low-light conditions.
• Weatherproof equipment with IP66 or higher rating, capable of operating in dust, heat, and wind.
• AI-based object classification distinguishing humans, vehicles, and livestock.
• Geo-fencing and behavioral analytics software for livestock movement monitoring.
• Fire detection sensors capable of early warning and alerting.
• A central control system with real-time feed monitoring, secure cloud storage, and alert notifications via SMS, email, and app.
• Remote access, cybersecurity measures, and compliance with South African electronic communication regulations.
• Solar power backup solutions with a minimum of 48-hour battery capacity where grid power is unavailable.
• Installation infrastructure including cabling, mounting, and site-specific adaptations.
• Warranty, support, and maintenance services for at least 3 years.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Proven experience (minimum 5 years) in designing, supplying, installing, and maintaining integrated rural surveillance and smart monitoring systems.
• Technical expertise in long-range surveillance, thermal imaging, livestock tracking, geo-fencing, veld fire detection, vehicle recognition, and central monitoring integration.
• Completion of at least three similar projects with verifiable references, including appointment and reference letters.
• Capacity to supply and support specialized equipment, including spare parts and technical support within South Africa.
• Experience working in rural or farming communities, with an understanding of local safety challenges.
• Ability to provide proof of equipment supply chain access, local technical support, and recent bank ratings indicating financial capacity.
• Willingness to conduct site visits, live demonstrations, and reference checks as part of the evaluation process.
