Objectives

The primary objective of the project is to refurbish and upgrade the water infrastructure in Chavani and surrounding villages, including bulk supply, storage, and reticulation facilities, to ensure efficient and reliable water service delivery. The project aims to replace outdated pipelines, construct or refurbish reservoirs and pumping stations, and improve overall water management in the region.

Scope

The scope of work encompasses:

• Provision of bulk water supply infrastructure, including pipes ranging from Ø75mm to Ø300mm in diameter, made of uPVC, class 9 & 12.
• Construction and refurbishment of concrete reservoirs and pump stations.
• Installation of various valves (isolation, air, flow control, non-return, scour).
• Backfilling trenches and testing pipelines.
• Construction of valve chambers and associated structures.
• Reinstatement of surfaces to original conditions, including asphalt, paving, grassed areas, and kerbing.
• Installation of house and yard connections.
• Provision of temporary works, site facilities, and access arrangements.
• Coordination with existing services and compliance with environmental and safety standards.

Technical Requirements

The technical requirements include:

• Execution of works in accordance with Vhembe District Municipality specifications, SANS, and BS standards.
• Design and installation of pipelines, valves, and fittings with specified pressure ratings and corrosion protection measures.
• Use of high-quality materials, including ductile iron, HDPE, PVC, and concrete, compliant with relevant standards.
• Construction of valve chambers, hydrants, and other ancillary structures as per approved drawings.
• Implementation of water tightness testing, disinfection, and commissioning procedures.
• Provision of telemetry systems for reservoir level monitoring and control.
• Adherence to health, safety, and environmental management plans, including risk assessments and mitigation measures.
• Proper installation, alignment, and testing of mechanical and electrical equipment, including pumps and MCCs.

Skills and Skills Requirements

The tender requires the following skills and expertise:

• Experience in water infrastructure projects, particularly in pipeline installation, reservoir construction, and refurbishment works.
• Registration with CIDB at grade 8CE or higher, with proof of registration and relevant grading.
• Qualified personnel in civil, mechanical, and electrical engineering, including project managers, site supervisors, and safety officers.
• Competence in the design, installation, and testing of pumps, valves, telemetry systems, and electrical control equipment.
• Knowledge of health, safety, and environmental legislation and standards, with qualified safety officers on site.
• Capability to carry out quality control, testing, and commissioning of water infrastructure components.
• Skills in community liaison, project programming, and coordination with multiple stakeholders and service providers.
• Proficiency in preparing technical documentation, operation and maintenance manuals, and as-built drawings.
