Objectives

The primary objective of this tender is to appoint a panel of five (5) reputable service providers to deliver recruitment and vacancy advertising services for the PPECB. The services are to be provided on an “as and when required” basis over a period of two (2) years, with an option for extension of an additional year. The aim is to facilitate efficient recruitment processes, including permanent, temporary, contingency, and executive placements, across various mediums including social media and print media, ensuring timely and effective staffing solutions.

Scope

The scope encompasses:

• Provision of comprehensive recruitment, search, and placement services for:
• Permanent placements, including brief taking and verification;
• Temporary placements via multiple advertising mediums;
• Contingency placements with immediate start;
• Executive placements (head hunting);
• ICT-related advertising strategies using suitable media.

The services also include advertising in print media, assembling a skilled team, and potentially traveling to other provinces for candidate verification. Disbursements related to candidate travel and advertising costs are also within the scope.

Technical Requirements

The technical requirements include:

• Provision of a broad range of recruitment services aligned with PPECB’s needs;
• Use of various advertising channels, including social media and print media, with approval of quotations;
• Assembling a team with relevant expertise, preferably with APSO membership;
• Adherence to the duration of two years with quarterly performance assessments;
• Provision of detailed approach and methodology for recruitment strategies;
• Submission of references from similar projects within the past five years;
• Implementation of a turnaround time for recruitment processes;
• Compliance with disbursement procedures for candidate travel and advertising;
• Adherence to confidentiality, data protection, and intellectual property clauses.

Skills Requirements

The skills and expertise required from bidders include:

• Proven experience in recruitment and placement services, especially in similar assignments;
• Ability to develop and implement effective advertising strategies across multiple media platforms;
• Strong understanding of the recruitment industry and relevant standards (preferably APSO accreditation);
• Capability to assemble and manage a competent team with relevant professional profiles and CVs;
• Experience in handling national recruitment processes, including verification and candidate travel arrangements;
• Knowledge of compliance and data protection legislation, including POPIA;
• Ability to provide references and demonstrate successful past performance in similar projects;
• Effective communication and reporting skills to facilitate quarterly reviews and evaluations.
