Objectives

The primary objective of this tender is to expand the existing panel of contractors capable of executing water and sanitation construction projects within Newcastle Municipality. The aim is to establish a qualified pool of contractors who can undertake works on an as-and-when-required basis over a period of 3 years, ensuring timely, cost-effective, and quality infrastructure delivery.

Scope

The scope encompasses the construction, refurbishment, and installation of water and sanitation infrastructure, including:

• Construction of bulk main pipes, reticulation, reservoirs, valve chambers, and meter chambers
• Testing and disinfecting pipelines and reservoirs
• Refurbishment of existing infrastructure
• Road reinstatement and site restoration
• Provision of temporary works, traffic management, and site facilities
• Compliance with environmental, health, safety, and quality standards

The scope also includes adherence to technical specifications, environmental management plans, and safety regulations as detailed in the contract documentation.

Technical Requirements

• Minimum CIDB grading of 4CE or higher
• Construction of water and sanitation infrastructure according to SANS 1200 standards and project specifications
• Provision of necessary plant, equipment, and skilled personnel
• Implementation of quality control, environmental management, and safety measures
• Preparation and submission of detailed programmes, safety plans, and method statements
• Compliance with occupational health and safety regulations, including appointment of competent safety personnel
• Proper management of water, electricity, and waste disposal services during construction
• Effective traffic and site access management to minimize disruption

Skills Requirements

• Proven experience in water and sanitation infrastructure projects, with references and project completion certificates
• Qualified key personnel including:
  • Contracts Manager with at least 7 years’ relevant experience and appropriate qualification (e.g., National Diploma in Civil Engineering, Quantity Surveying, or Project Management)
  • Site Agent with at least 5 years’ experience and relevant qualification
  • General Foreman with at least 5 years’ experience in similar projects
  • Safety Officer with 5 years’ experience and relevant safety management qualification (e.g., SAMTRAC or Safety Management Diploma)
• Capability to mobilize and operate plant and equipment, with proof of ownership or hire agreements
• Financial stability demonstrated through bank ratings and financial statements
• Capacity to employ and manage local labor, with a focus on community engagement and socio-economic upliftment
• Knowledge of environmental management, safety regulations, and quality assurance procedures
