Objectives

The primary objective of this tender is to select suitably qualified and experienced service providers to offer leased office space for the Vaal-Orange Catchment Management Agency (VOCMA) headquarters in Bloemfontein for a period of five (5) years. The aim is to secure a modern, compliant, and strategically located office environment that supports VOCMA’s operational needs and organizational image.

Scope

The scope encompasses the provision of office space in Bloemfontein, including:

• Lease of approximately 1,979 m² of Grade A or higher office premises, with options for extension and renewal.
• Provision of secure, accessible, and environmentally compliant office facilities with necessary infrastructure.
• Design, fit-out, and turnkey installation of office space, including interior layout, security, ICT infrastructure, and amenities.
• Parking facilities with a minimum of 89 bays, including provisions for persons with disabilities and visitor parking.
• Compliance with all statutory, municipal, and environmental regulations.
• Provision of maintenance, security, and operational services as part of the lease agreement.

Technical Requirements

The technical specifications include, but are not limited to:

• Office space must be completed and ready for occupation by 01 July 2026, with a beneficial occupation period of one month prior at no cost.
• Building must comply with Occupational Health and Safety, fire safety, accessibility, and environmental standards.
• Provision of HVAC, fire detection and suppression systems, lightning protection, and energy-efficient lighting.
• Installation of ICT infrastructure including server rooms with raised flooring, fire suppression, CCTV, access control, and backup power (UPS and solar systems).
• Provision of adequate parking, security systems, signage, and facilities for staff and visitors.
• Design must facilitate flexible office layouts, including private offices, open-plan workstations, meeting rooms, and support facilities such as kitchens and rest areas.
• Building must have accessible facilities for persons with disabilities, including ramps, toilets, and parking bays.
• Maintenance and repairs to be managed by the landlord, including HVAC, electrical, plumbing, lifts, and security systems.

Skills and Skills Requirements

The tender emphasizes the need for service providers with the following skills and expertise:

• Property and Facilities Management: Proven experience in leasing, managing, and maintaining Grade A office buildings, including tenant fit-out and infrastructure upgrades.
• Project Management: Ability to develop detailed project plans, coordinate construction and fit-out activities, and ensure timely completion within set deadlines.
• Technical and Engineering Skills: Expertise in HVAC, electrical, fire safety, ICT infrastructure, security systems, and energy management.
• Environmental Compliance: Knowledge of green building standards, eco-friendly practices, and statutory environmental regulations.
• Security and Access Control: Skills in implementing and managing security systems, CCTV, access control, and perimeter security.
• Legal and Regulatory Compliance: Familiarity with municipal bylaws, occupational health and safety legislation, and property law.
• Environmental and Sustainability Skills: Ability to incorporate energy-efficient solutions, renewable energy systems (solar), and waste management practices.
