Objectives

The primary objective of this tender is to procure services for the repairs, servicing, operation, and maintenance of water care facilities at Patensie Correctional Services and De Blaar Community over a period of four months. The aim is to ensure continuous water treatment, compliance with Blue Drop and Green Drop regulations, and the proper functioning of water infrastructure including dams, treatment plants, and associated systems.

Scope

The scope of work includes:

• Water abstraction, storage, and treatment, including maintenance of dams, storage tanks, and treatment plants.
• Pre-treatment, primary, secondary, and tertiary water treatment processes to ensure compliance with water quality standards.
• Cleaning of facilities, mowing lawns, and maintaining the perimeter around water infrastructure.
• Operation and maintenance of machinery, pumps, SCADA systems, dosing equipment, and chemical storage tanks.
• Water quality testing and laboratory analysis using SANAS-accredited laboratories.
• Preventative scheduled maintenance, emergency/unplanned repairs, and repairs of machinery and infrastructure.
• Provision of water care chemicals, consumables, and related materials.
• Use of local labor, ensuring compliance with employment and social upliftment goals.
• Implementation of Blue Drop and Green Drop regulatory requirements, including water safety planning, asset management, and compliance reporting.
• Provision of necessary insurances, security, and safety measures for personnel and assets.

Technical Requirements

The technical requirements encompass:

• Adherence to legislative compliance including the Water Services Act, Health Guidelines, and environmental regulations.
• Operation of water treatment and wastewater treatment facilities, including sludge removal, chemical dosing, and process control.
• Regular monitoring, testing, and reporting of water quality parameters.
• Maintenance of machinery, pumps, SCADA systems, and chemical storage tanks.
• Implementation of Blue Drop and Green Drop assessments, audits, and compliance measures.
• Provision of qualified operational staff with relevant qualifications (e.g., Water Care/Water Science or Environmental Science degrees).
• Use of SANAS-accredited laboratories for testing and analysis.
• Provision of vehicles, equipment, and materials necessary for water and wastewater operations.
• Implementation of preventative and corrective maintenance schedules.
• Compliance with safety, security, and environmental standards.

Skills Requirements

The skills and qualifications required for personnel involved in this project include:

• Operational staff with a Diploma/Degree in Chemistry, Water Care, Water Science, Environmental Science, or Chemical Engineering.
• Skilled technicians such as Millwrights or Fitters for maintenance and calibration of equipment.
• Qualified process controllers and supervisors for water quality management and compliance assessments.
• Support staff trained in safety, security, and environmental protocols.
• Experience in operating SANAS-accredited laboratories or managing laboratory testing processes.
• Personnel with experience in Blue Drop and Green Drop assessments, water safety planning, and asset management.
• Trained drivers and machinery operators for transportation and equipment handling.
• Knowledge of local labor laws, safety standards, and environmental regulations.
