Objectives

The primary objective of this tender is to procure services for the repairs, servicing, operation, and maintenance of water care facilities at Healdtown SAPS and Fort Brown SAPS for a period of four months. The goal is to ensure continuous and compliant water treatment, storage, and distribution, including sludge removal, grass cutting, and regulatory compliance (Blue Drop and Green Drop). The services aim to maintain safe potable water supply, uphold environmental standards, and ensure operational efficiency of water treatment and distribution systems.

Scope

The scope of work includes:

• Water abstraction, storage, treatment, and associated works such as dosing, sluice gates, channels, and filtration.
• Pre-treatment processes including screening and grit removal, primary and secondary treatment, sludge removal, and disposal.
• Tertiary treatment to ensure compliance with discharge standards.
• Cleaning of facilities, mowing lawns, grass cutting within two meters of fences, and garbage removal.
• Maintenance of treatment plant components including pumps, SCADA equipment, generators, and chemical tanks.
• Water quality testing and regulatory compliance assessments (Blue Drop and Green Drop).
• Preventative scheduled maintenance, emergency/unplanned repairs, machinery and equipment servicing, and transportation.
• Provision of water care chemicals, laboratory testing, and use of local labor.
• Implementation of health and safety, insurance, security, and confidentiality measures.
• Management of identified projects, variations, and potential delays, including penalties for late completion.

Technical Requirements

The technical requirements encompass:

• Adherence to legislative and regulatory standards, including the Water Services Act, Health Guidelines, and Blue/Green Drop regulations.
• Provision of qualified operational staff with relevant qualifications (Diploma/Degree in Chemistry, Water Care, Environmental Science, or Chemical Engineering).
• Use of SANAS-accredited laboratories for water quality testing.
• Implementation of Blue Drop and Green Drop assessments, water safety planning, and asset management.
• Proper maintenance and calibration of treatment equipment, pumps, SCADA systems, and chemical dosing units.
• Provision of adequate machinery, transport, and safety gear, including PPE.
• Insurance coverage for all risks, liability, and damages, including high-risk areas if applicable.
• Effective management of scheduled and emergency maintenance, including timely repairs and replacements.
• Compliance with health and safety plans, security protocols, and confidentiality obligations.
• Regular reporting, documentation, and record-keeping for audits, inspections, and project progress.

Skills Requirements

The skills and qualifications required for personnel involved in this contract include:

• Operational staff with a minimum of a Diploma/Degree in Chemistry, Water Care, Water Science, Environmental Science, or Chemical Engineering.
• Skilled technicians such as Millwrights, Process Controllers, and Electricians with relevant trade certificates.
• Support personnel including general workers, trained in safety and operational procedures.
• Laboratory personnel with SANAS accreditation for water quality testing.
• Qualified security personnel registered with PSIRA.
• Personnel capable of performing preventative maintenance, emergency repairs, machinery servicing, and environmental management.
• Staff with experience in Blue Drop and Green Drop compliance assessments, water safety planning, asset management, and regulatory reporting.
• Trained and competent personnel in health and safety compliance, risk management, and use of PPE.
