Objectives

The primary objective of this tender is to appoint a competent service provider to monitor, control, and eradicate alien invasive plant species within the Port of East London over a period of 2 years. The assessment aims to inform the development and implementation of a long-term invasive species management program, ensuring legal compliance with relevant legislation such as the National Environmental Management: Biodiversity Act 2004.

Scope

The scope of work includes:

• Controlling and monitoring alien invasive species across designated areas within the port.
• Compiling a detailed list and description of invasive species present on the land.
• Mapping and categorizing all identified invasive species and their locations, including shapefile provision.
• Assessing infestation extent and current control measures.
• Providing indicators of progress and success, including timelines for completion.
• Identifying threatened and protected species, listing and mapping their locations.
• Listing protected tree species under the National Forests Act and making recommendations for permit applications where applicable.
• Developing follow-up programs and detailed reports on control activities, including disposal methods.
• Reviewing and updating the Alien Eradication Control Plan before contract end.
• Providing ad-hoc identification services for species in need of protection.
• Ensuring all activities align with relevant plans and legislative requirements.

Technical Requirements

The contractor must:

• Attend a compulsory site inspection to familiarize with work conditions.
• Apply herbicides in accordance with manufacturer instructions, registered with the Department of Agriculture.
• Have a registered Pest Control Operator supervise herbicide application.
• Implement safety measures, including personal protective equipment and proper disposal of herbicide containers.
• Treat ecologically sensitive areas carefully to avoid harming indigenous vegetation.
• Take precautions to prevent fires during operations.
• Develop a management plan for disposal of eradicated species.
• Produce detailed reports on activities, chemicals used, areas treated, and timelines.
• Review and update control plans as necessary.

Skills and Qualifications Requirements

The program must be implemented by a qualified natural scientist with expertise in botany, ecology, or biodiversity management, registered with SACNASP or EAPASA. The contractor must:

• Provide training certificates for personnel involved in invasive species eradication.
• Demonstrate proven track record in similar invasive species control projects, with references.
• Hold Pest Control Operator certificates issued by the Department of Agriculture.
• Have experience in mapping, categorizing, and assessing invasive species infestations.
• Ensure all personnel involved are trained in safety and environmental best practices.
