Objectives

The primary objective of this tender is to procure professional services for the management of the City of Cape Town railway sidings to ensure compliance with the Railway Safety Act No. 30 of 2024. This includes assisting the City in meeting its obligations related to rail safety management, maintaining safety standards, and ensuring ongoing compliance with legislative requirements.

Scope

The scope of work encompasses:

• Provision of professional services to implement and maintain the Railway Safety Management System (RSMS) and related safety reports.
• Measurement and review of all City railway sidings, including updating existing drawings and asset registers.
• Management of all stages of the project, including wayleave applications, procurement, and contractor supervision.
• Acting as the Employer’s agent for safety, environmental, and construction monitoring services.
• Liaison with Transnet and other authorities regarding site visits, incident reporting, and interface agreements.
• Monitoring repairs and maintenance contracts for railway sidings, ensuring compliance with safety standards.
• Preparation of reports, safety permits, and application documentation for submission to the Railway Safety Regulator (RSR).

Technical Requirements

The technical scope includes:

• Development and implementation of a Railway Safety Management System (RSMS) aligned with legislative standards.
• Regular safety audits, condition assessments, and reporting to RSR.
• Updating asset registers and drawings of railway sidings.
• Management of interface agreements with Transnet and private siding operators.
• Supervision and monitoring of repairs and maintenance activities on railway sidings.
• Preparation and submission of safety reports, permit applications, and compliance documentation.
• Provision of qualified personnel including Project Manager, Rail Track Inspector, Environmental Officer, and Safety Officer.
• Use of appropriate software tools for project management, safety monitoring, and reporting.

Skills Requirements

The tenderer must demonstrate:

• Experience in railway safety management, including compliance with the Railway Safety Regulator’s standards and legislation.
• Proven ability to develop and implement Railway Safety Management Systems (RSMS).
• Technical expertise in railway infrastructure, asset management, and safety audits.
• Capacity to liaise effectively with Transnet, regulators, and other stakeholders.
• Qualified personnel including:
• Project Manager with at least 10 years’ experience in rail engineering and safety management.
• Rail Track Inspector with relevant safety critical certification and 5+ years’ experience.
• Environmental Officer with SACNASP registration and 5+ years’ experience in civil/rail environment.
• Safety Officer with SACPCMP registration and relevant civil/rail safety experience.
• Ability to prepare detailed reports, safety permits, and compliance documentation.
• Proficiency in project management software and safety monitoring tools.
• Knowledge of South African rail legislation, standards (e.g., SANS 3000-1), and safety protocols.
