Objectives

The primary objective of the tender is to lease the Transnet Rail Infrastructure Manager (TRIM) sidings/facilities, specifically Siding Number 801682 at Marikana, for a minimum period of ten (10) years. The initiative aims to optimize the utilization of strategic rail sidings, promote open access for all sectors, and facilitate efficient logistics and transportation of cargo by rail, thereby supporting economic development and service delivery.

Scope

The scope encompasses:

• Leasing of the specified siding (Number 801682) at Marikana for at least ten years.
• Development, investment, and modernization of the siding infrastructure, including rail line refurbishments, storage, loading areas, security, and ancillary facilities.
• Operational management of the siding, ensuring compliance with safety, environmental, and legislative standards.
• Provision of services such as cargo handling, storage, and logistics operations aligned with rail transportation requirements.
• Implementation of community development, environmental management, risk mitigation, and safety plans.

Technical Requirements

The technical specifications include:

• Development of operational models demonstrating capacity, throughput, and efficiency.
• Provision of detailed project schedules for upgrades, modernization, and development phases.
• Investment plans covering fixed and moveable assets, infrastructure upgrades, and rolling stock.
• Implementation of environmental, health and safety, security, and risk management plans, including environmental impact assessments and safety permits.
• Provision of security management and response plans, including technology and incident management systems.
• Compliance with railway safety regulations and environmental legislation, including water use licenses and environmental management programs.
• Preparation of Business Continuity Plans (BCP) and Business Impact Assessments (BIA).
• Submission of detailed operational, maintenance, and security plans aligned with Transnet standards.
