Objectives

The primary objective of this tender is to appoint a panel of civil engineering consultants to undertake the design and oversee the construction of roads and stormwater infrastructure within the Alfred Duma Local Municipality. The consultants will be responsible for delivering comprehensive engineering services, including planning, design, construction supervision, and project management, over a period of three years.

Scope

The scope of work includes:

• Design and construction oversight of paved roads (new and rehabilitation projects).
• Design and supervision of stormwater drainage systems (new and rehabilitation).
• Construction of bridges (vehicular and pedestrian), culverts, and low water crossings.
• General maintenance activities such as pothole patching and resurfacing.
• Construction of gravel roads in townships and rural areas.
• Planning, investigations, assessments, and environmental considerations.
• Design development, documentation, procurement, and contract administration.
• Construction monitoring and site supervision at full-time supervision levels.
• Occupational health and safety compliance and EPWP (Expanded Public Works Programme) requirements.

Technical Requirements

The technical requirements encompass:

• Preparation of feasibility reports, concept designs, and detailed engineering drawings.
• Compliance with statutory and regulatory standards, including environmental and safety regulations.
• Provision of cost estimates, life cycle costs, and procurement documentation.
• Supervision of construction activities, quality control, and testing.
• Preparation of as-built drawings, operation manuals, and warranties.
• Full-time site supervision (Level 3 supervision) during construction.
• Implementation of occupational health and safety regulations.
• Monitoring and reporting on project progress, including monthly presentations and reports.

Skills Requirements

The successful bidder must demonstrate:

• Experience in similar civil engineering projects, with evidence such as appointment letters, reference letters, or completion certificates (maximum 20 points).
• Key personnel with relevant professional qualifications and experience, including:
• Pr. Eng. or Pr. Tech Eng. with a B Degree in Civil Engineering (10 points).
• Environmental Specialist with relevant qualifications (4 points).
• Minimum of 3 years’ experience for key professionals.
• Capability to undertake planning, design, construction supervision, and project management.
• Proven ability to comply with occupational health and safety standards and EPWP requirements.
• Demonstrated capacity for full-time site supervision and quality assurance.
