Objectives

The primary objective of this tender is to procure a qualified Professional Service Provider (PSP) to oversee the planning, design, construction, and completion of new sanitation facilities and water infrastructure within the Limpopo Province (Cluster 5). The PSP is expected to ensure compliance with national norms and standards, facilitate site evaluation, develop detailed designs, manage construction activities, and deliver fully operational facilities. The project aims to support the Limpopo Department of Education and the DBSA in delivering sustainable sanitation and water solutions to various schools and locations, ensuring full occupation and operational readiness.

Scope

The scope encompasses all stages of project implementation from initiation to close-out, including:

• Stage 1: Strategic briefing and site assessment
• Stage 2: Concept development
• Stage 3: Design development, detailed engineering, and statutory approvals
• Stage 4: Tender documentation, procurement, and evaluation
• Stage 5: Construction oversight, site management, quality control, and testing
• Stage 6: Handover, training, and operational documentation
• Stage 7: Final close-out, defect rectification, and project completion certification

The works include constructing various sanitation facilities (toilets, urinals, disabled facilities), refurbishing existing structures, erecting fences, drilling boreholes, and water tank supply across multiple sites within Sekhukhune District, with specific activities aligned to each project stage.

Technical Requirements

The technical scope requires the PSP to:

• Conduct comprehensive site evaluations and feasibility studies
• Develop detailed designs compliant with SANS 10400 standards and relevant regulations
• Produce construction drawings and tender documentation in formats compatible with Revit, ArchiCAD, AutoCAD, IFC, BIMx, and A360
• Manage full construction supervision, including site inspections, quality assurance, testing, and commissioning
• Ensure statutory and environmental approvals are obtained
• Implement health and safety protocols in line with the Occupational Health and Safety Act and Construction Regulations
• Prepare as-built drawings, operation manuals, and warranties
• Provide regular progress reports, site handover documentation, and final project close-out reports

Skills and Resource Requirements

The tender mandates the appointment of a multidisciplinary team with the following minimum qualifications and experience:

• Project Manager (Pr. CPM, SACPCMP): Minimum 6 years post-registration experience, responsible for overall project coordination.
• Architect / Senior Architectural Technologist (Pr.Arch, Pr SArch T, SACAP): Minimum 6 years post-registration, responsible for design and documentation.
• Quantity Surveyor (Pr.QS, SACQSP): Minimum 6 years post-registration, cost management and estimation.
• Civil/Structural Engineer (Pr.Eng./Pr.Tech, ECSA): Minimum 6 years post-registration, responsible for structural and civil design.
• Electrical Engineer/Technologist (Pr.Eng./Pr.Tech, ECSA): Minimum 6 years post-registration, electrical system design and supervision.
• Construction Health & Safety Consultant (CHSM, SACPCMP): Minimum 5 years’ experience, responsible for health and safety compliance.
• Social Facilitator: Minimum 6 years’ experience in infrastructure projects, responsible for community engagement and stakeholder liaison.
• Clerk of Works: Minimum 6 years’ experience in built environment projects, responsible for on-site supervision and quality control.

All resources must be professionally registered, with proof of registration and relevant experience supporting their roles. The team must demonstrate availability and commitment to the project timeline.
