Objectives

The primary objective of this tender is to establish a panel of qualified contractors to perform general building maintenance services in the Waterberg District over a period of 24 months. The aim is to ensure ongoing, quality maintenance and repair work that complies with relevant standards, legislation, and safety requirements, thereby supporting the Department of Public Works' mandate to maintain functional, safe, and compliant infrastructure.

Scope

The scope encompasses a wide range of building maintenance activities, including but not limited to:

• Maintenance of roofs, ceilings, walls, and painting of buildings and structures under the jurisdiction of the Department or other client departments.
• Removal and replacement of existing doors, windows, and floor coverings.
• Roofing repairs, including removal and installation of various roof coverings (metal, fibre cement, tiles, galvanised sheets).
• Ceiling and wall repairs, including plastering, tiling, and painting.
• Civil works such as excavation, drainage, and site clearance.
• Installation and repair of fencing, gates, and related structures.
• Maintenance of electrical and mechanical systems, including electrical wiring, lighting, and mechanical equipment.
• Emergency repairs and non-scheduled maintenance tasks.
• Provision of necessary materials, equipment, and safety measures for all activities.

The scope also includes compliance with occupational health and safety regulations, security protocols, and environmental management standards.

Technical Requirements

The technical requirements specify that contractors must:

• Possess a CIDB contractor grading designation of 3 GB or higher.
• Meet minimum functionality criteria, including proof of workforce, management experience, vehicle ownership, and financial credibility.
• Provide a comprehensive health and safety plan aligned with the Occupational Health and Safety Act and Regulations, including risk assessments, method statements, and safety files.
• Attend mandatory bid clarification meetings and site inspections where applicable.
• Demonstrate experience on comparable projects within the past five years, with verifiable references.
• Ensure all work complies with relevant standards, legislation, and safety protocols, including the use of approved materials and equipment.
• Adhere to project timelines, quality standards, and environmental management practices.

Skills and Disqualification Criteria

Applicants must demonstrate:

• Technical competence through relevant experience and qualifications.
• Capacity to execute multiple concurrent projects, evidenced by management and workforce details.
• Financial stability, supported by bank ratings and financial statements.
• Compliance with occupational health and safety standards, including the appointment of safety representatives and establishment of safety committees.
• Ability to provide timely and quality maintenance services, including emergency response within stipulated response times.

Failure to meet the minimum functionality score of 50, or non-compliance with technical, safety, or legislative requirements, will result in disqualification.
