Objectives

The primary objective of this tender is to appoint additional security service providers to operate within Sakhisizwe Local Municipality for a period of four (4) months. This is in response to incidents of vandalism at municipal sites, aiming to safeguard municipal assets and ensure the continuity of work on site through enhanced security measures.

Scope

The scope involves providing comprehensive security management services across designated municipal sites, including:

• Deployment of security guards (armed and unarmed) across specified sites such as Cala Animal Pound and Khowa Animal Pound.
• 24/7 security coverage, including shifts during day and night, Sundays, and public holidays.
• Implementation of access control, searching exiting premises, and other security protocols.
• Provision of uniforms, protective clothing, communication tools (e.g., two-way radios), mechanical restraints, and security force tools.
• Adherence to relevant legislation and municipal policies, including RSA labour laws and private security regulations.

Technical Requirements

The technical specifications include:

• Provision of security guards for specified sites with the appropriate number of personnel per site.
• Shifts arranged to ensure 24-hour security coverage, including night shifts.
• Guards to be equipped with communication devices and uniformed appropriately.
• Compliance with legislation such as the Public Finance Management Act, Municipal Finance Management Regulations, and SCM Policy.
• Provision of security management, including supervision, reporting, and incident handling.
• Supply and installation of all necessary security equipment and tools as part of the service.

Skills Requirements

Service providers must demonstrate:

• Proven experience in security management within similar-sized organizations or government departments.
• Technical skills to interpret and implement the Terms of Reference effectively.
• In-depth knowledge of the Security Industry and relevant legislation.
• Ability to coordinate security operations, manage personnel, and ensure compliance with legal and municipal standards.
