Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive security management services at Tshabo Red Hub for a period of twenty-four (24) months. The aim is to ensure the safety, security, and effective monitoring of the premises through professional security operations.

Scope

The scope of work includes:

• Provision of security management services at Tshabo Red Hub for 24 months.
• Monitoring of premises seven days a week, including public holidays, from 06h00 to 18h00, with night security coverage from 18h00 to 06h00.
• Deployment of security personnel, including armed and unarmed guards, with specified grades.
• Access control at vehicular and pedestrian gates, ensuring neatness and operational standards.
• Patrol services, site inspections, and incident reporting.
• Management of security keys, incident registers, and lost and found articles.
• Provision of emergency backup response and call-out services.
• Implementation of risk identification, analysis, and security protocols.
• Provision of security equipment, identification tags, and appropriate uniforms.
• Reporting, account management, and performance monitoring.

Technical Requirements

The technical specifications for the security services include:

• Deployment of qualified security personnel with valid PSIRA certificates, including at least two reference letters demonstrating experience.
• Provision of both armed and unarmed guards, with specified grades and shift arrangements.
• Use of appropriate identification tags and uniforms for personnel.
• Availability of backup armed response for emergencies and call-outs.
• Patrols conducted hourly, including site inspections and suspicious activity investigations.
• Access control measures at all entry points, with neat and operational control points.
• Maintenance of incident and visitor registers, with monthly reports submitted to ECRDA.
• Provision of security equipment and tools necessary for effective service delivery.
• Compliance with industry standards and legal requirements, including PSIRA registration and security screening of personnel.
• Implementation of contingency plans for labour unrest, disasters, or other disruptions.

Skills Requirements

The successful service provider must demonstrate:

• Experience in security management services, evidenced by relevant contracts and references.
• Qualified security personnel with valid PSIRA registration and appropriate grades.
• Ability to provide trained personnel for access control, patrols, incident management, and emergency response.
• Competence in security risk assessment, incident reporting, and performance management.
• Capability to manage security equipment, conduct security screening, and handle confidential information.
• Proven track record in providing security services within similar operational environments.
• Understanding of legal and industry standards related to private security services.
• Capacity to provide ongoing supervision, reporting, and performance reviews.
