Objectives

The primary objective of this tender is to establish a rental contract for the supply of mobile cranes, including operators or operator-only options, to Foskor Mining Division (Phalaborwa) over a period of three years. The contract aims to address Foskor’s need for mobile cranes during maintenance, expansion projects, and periods of crane unavailability, ensuring operational efficiency and safety.

Scope

The scope encompasses:

• Provision of mobile cranes with a minimum capacity of 12 tons, including associated equipment such as license disks and photographs.
• Supply of qualified and competent mobile crane operators.
• Delivery, transportation, and on-site deployment of cranes and personnel.
• Adherence to relevant regulations and standards, including Driven Machinery Regulations, Mine Health and Safety Act, and SANS standards.
• Provision for after-hours and standby duties upon request.
• Compliance with Foskor’s safety, health, environmental, and quality policies.
• Management of documentation, safety files, permits, and certifications.
• Participation in site inductions, risk assessments, and safety meetings.

Technical Requirements

The technical requirements include:

• Crane specifications compliant with SANS standards (e.g., SANS 578-2, SANS 1599-2, SANS 11660-2, etc.).
• Mobile cranes must be in new or unused condition, with valid load test certificates issued by registered inspectors.
• Crane capacity options include 12-ton, 30-ton, 35-ton, 50-ton, 120-ton, and 220-ton models.
• Crane operators must be certified, trained, and authorized according to Foskor’s and statutory requirements.
• Crane and operator must meet safety, environmental, and operational standards as specified in Foskor’s policies and applicable legislation.
• Provision of safety documentation, permits, and compliance with Foskor’s safety procedures.
• Availability of cranes and operators on-site within specified hours and during standby periods.

Skills Requirements

The skills and qualifications required include:

• Recognition as a licensed Lifting Machine Entity (LME) from the Department of Labour.
• Qualified and competent crane operators certified in accordance with unit standards (e.g., standard 116254).
• Operators must have load test certificates from registered inspectors (LMI).
• Personnel must have undergone Foskor site induction, safety training, and risk assessments.
• Ability to manage documentation, safety files, permits, and certifications.
• Experience in operating mobile cranes in mining or similar environments.
• Knowledge of relevant safety standards, environmental policies, and legal compliance.
