Objectives

The primary objective of this tender is to procure security services for Odendaalsrus SAPS on a month-to-month basis for a period not exceeding six (6) months. The aim is to ensure adequate security coverage, including guarding, access control, and related security functions, to safeguard personnel, property, and assets at the specified location.

Scope

The scope of work includes providing security officers (both day and night shifts), security aids (radios, batons, handcuffs, firearms, etc.), and related operational requirements. The services must be rendered on a month-to-month basis, with the contract duration not exceeding six months, and include responsibilities such as patrols, incident reporting, access control, and compliance with specified operational conditions.

Technical Requirements

• Deployment of security officers: 2 officers for day shift (06h00–18h00) and 4 officers for night shift (18h00–06h00), totaling 6 officers.
• Provision of security aids: radios (programmed to contractor’s frequency), batons, handcuffs, pocket books, firearms, and communication devices.
• Operational procedures: adherence to shift handovers, incident and occurrence reporting, key management, and maintaining registers (Occurrence Register, Access Control Register).
• Security personnel must present a professional image, be physically and medically fit, and be registered with PSIRA (Private Security Industry Regulatory Authority).
• Compliance with health and safety regulations, including PPE, emergency procedures, and environmental standards.
• Provision of security management, including site inspections, reporting, and handling security breaches or incidents.
• Adherence to contractual conditions such as confidentiality, non-disclosure, and non-competition clauses.

Skills Requirements

• Security officers must possess Grade C PSIRA registration and firearm competency (handgun).
• Security officers and supervisors must have at least 2-3 years of relevant security experience.
• Supervisors must be capable of managing security personnel, conducting site inspections, and reporting.
• The contractor’s management team should demonstrate competence in security risk assessment, incident investigation, and operational planning.
• Personnel must be trained in access control, emergency response, first aid, and customer service.
• Ability to respond promptly to emergencies and conduct investigations into security breaches.
• Provision of well-trained supervisors capable of overseeing daily security operations and ensuring compliance with contractual and legal requirements.
