Objectives

The primary objective of this tender is to appoint service providers for the provision of professional engineering services related to the Humberdale Landfill Site for a period of thirty-six (36) months. The services aim to support landfill operations, strategic planning, site development, environmental compliance, and financial sustainability, ensuring efficient and compliant waste management practices.

Scope

The scope of work includes, but is not limited to:

• Review and amend existing site development information, reports, and drawings.
• Provide strategic planning advice for site control, operations, future phases, rehabilitation, and closure.
• Update 3D landform models based on master planning layouts and site surveys.
• Prepare monthly and annual management reports on site operations, including airspace consumption, waste tonnages, cover material usage, stormwater, leachate, and gas management.
• Ensure site operations comply with contractual and regulatory requirements, including waste disposal and environmental licenses.
• Develop and update standard operating procedures and checklists for site management.
• Conduct bi-annual airspace utilization and slope stability analyses, providing reports and recommendations.
• Offer legal and technical advice on waste disposal regulations and licensing.
• Design and develop scopes of work and detailed civil engineering plans for landfill development and infrastructure upgrades.
• Create water management plans and drawings for stormwater, leachate, and contaminated water control.
• Develop training programs for landfill managers and staff, including milestones and deliverables.
• Verify and certify monthly invoices from site operators and advise on financial sustainability and tariff structures.
• Participate in site visits, meetings, and prepare a final site close-out report.
• Undertake additional specialist services as required by the municipality or regulators.

Technical Requirements

The technical requirements include:

• Management of landfill operations with experience in managing multiple landfill sites (GSB+, GMB+, or GLB+).
• Expertise in civil engineering, surveying, environmental management, geo-hydrology, project management, finance, architecture, and waste management, with relevant qualifications and registrations.
• Provision of a detailed methodology covering cell development, airspace utilization, site performance, stormwater and leachate management, legislative compliance, environmental assessments, financial planning, health and safety, and waste characterization.
• Ability to produce accurate models, reports, drawings, and operational procedures aligned with regulatory standards and best practices.
• Capability to verify invoices, provide legal and technical waste disposal advice, and ensure site compliance with licenses and regulations.
• Travel to the site as required and participate in meetings and site inspections.

Skills Requirements

The skills and competencies required from the service provider include:

• Proven experience in managing landfill operations, with a minimum of five (5) managed sites, supported by appointment letters and certificates.
• Qualified professionals in civil engineering (ECSA registered), surveying (SAGC registered), environmental management (EAPASA registered), geo-hydrology (SACNASP registered), project management (PMP registered), finance, architecture (SACAP registered), and waste management.
• Strong methodology development skills demonstrating approach to site development, airspace utilization, stormwater and leachate management, and legislative compliance.
• Ability to prepare detailed reports, drawings, and operational procedures, and to provide training and capacity building for landfill staff.
• Financial acumen to advise on tariffs, budgets, and sustainability, supported by relevant qualifications and experience.
• Effective communication, site inspection, and meeting facilitation skills, with willingness to travel and participate in stakeholder engagements.
