Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive security services at specified portions (13, 45, 92, and 152) of the Farm Brandvlei 261 IQ (Brandvlei/Marolien) within the Mogale City Local Municipality, Gauteng Province. The services are to be provided for a period of three months, supporting the Department of Land Reform and Rural Development's (DLRRD) security needs at these sites.

Scope

The scope encompasses the provision of security personnel and related security services at the designated farm portions, including:

• Deployment of security officers (Grade C armed male officers) for day and night shifts, including weekends and public holidays.
• Operation of a fully functional control room with communication systems, monitored 24/7.
• Provision of branded vehicles and uniforms for security officers.
• Monitoring and reporting on security patrols and activities via electronic clocking systems.
• Ensuring protection against theft, vandalism, and unauthorized access, and safeguarding departmental information and assets.
• Compliance with all relevant legal and departmental requirements, including documentation, licensing, and reporting.

Technical Requirements

The technical specifications for the security services include:

• Deployment of security officers with valid firearms licenses, trained in firearm usage, and equipped with necessary gear (batons, handcuffs, torches, radios, etc.).
• Operational control room with communication equipment, radio licenses, and capable of sending SMS and email notifications.
• Electronic monitoring systems for patrols and movement tracking, with monthly reports submitted to the department.
• Branded vehicles (minimum of 5) registered in the company’s name, used for inspections and emergency responses.
• Security officers must wear branded uniforms and carry all required documentation, including PSIRA registration and competency certificates.
• Adherence to all relevant legislation, including the Private Security Industry Regulation Act, Firearms Control Act, and other applicable laws.
• Provision of security registers and documentation for all personnel and activities, maintained in accordance with departmental standards.

Skills Requirements

The successful service provider must demonstrate:

• Experience in providing security services in similar environments, with a proven track record.
• Capability to operate and maintain a 24/7 control room with reliable communication systems.
• Qualified and licensed security officers trained in firearm handling, emergency response, and customer service.
• Ability to monitor security activities through electronic systems and produce detailed monthly reports.
• Compliance with all legal and regulatory requirements, including PSIRA registration and adherence to health and safety standards.
• Effective management of human resources, including shift rotations, training, and personnel replacement when necessary.
• Capacity to handle emergency situations, report incidents, and maintain high standards of security and confidentiality.
