Objectives

The primary objective of this tender is to procure services for the eradication and control of pests at various clinics and hospital facilities within the KwaZulu-Natal Department of Health. The aim is to ensure a pest-free environment in clinical, administrative, and ancillary areas through scheduled treatments, inspections, and integrated pest management strategies.

Scope

The scope encompasses comprehensive pest control services across multiple facilities, including:

• Eradication and control of pests such as rodents, insects (cockroaches, flies, moths, fleas, etc.), birds, snakes, and other vermin.
• Services at specific clinics (Dududu, Mangeneni, Pennington, Philani, Umzinto Fixed, Scottsburgh, Mobile Clinic, and others) and hospital wards.
• Regular scheduled treatments every four weeks, with provisions for corrective treatments between scheduled visits.
• Use of chemical and non-chemical pest control methods, including trapping, bait stations, exclusion, and biological controls.
• Inspection, monitoring, and reporting on pest activity, hygiene, and structural conditions.
• Provision of emergency and remedial services as needed.

Technical Requirements

The technical scope includes:

• Implementation of a comprehensive pest control program aligned with national standards and regulations.
• Use of approved, environmentally friendly, and non-toxic pest control products, avoiding banned or hazardous substances.
• Application of integrated pest management (IPM) principles, prioritizing non-chemical methods.
• Regular inspections, monitoring, and detailed reporting, including treatment reports, pest identification, and treatment efficacy.
• Provision of pest control plans, service schedules, and documentation compliant with health and safety standards.
• Adherence to safety protocols, including PPE, signage, and notification procedures prior to pesticide application.
• Maintenance of records, logs, and reports for each facility and visit.
• Compliance with relevant legislation, standards (SANS), and environmental regulations.

Skills and Competency Requirements

Applicants must demonstrate:

• Registration and certification as Pest Control Operators under relevant South African legislation (e.g., Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act).
• Qualified personnel with valid certificates in pest control, handling, and application of pesticides, including work at heights and First Aid.
• Experience in hospital and clinical pest management, with references for similar projects within the past three years.
• Knowledge of integrated pest management strategies, environmental safety, and compliance with occupational health and safety laws.
• Ability to prepare detailed pest control plans, reports, and documentation.
• Provision of trained, competent staff equipped with PPE and safety gear.
• Capacity to manage multiple sites, coordinate inspections, and respond promptly to emergency pest issues.
