Objectives

The primary objective of this tender is to procure multiparameter monitors, specifically two units, for Prince Mshiyeni Memorial Hospital under the KwaZulu-Natal Department of Health. The procurement aims to acquire modern, compliant, and reliable monitoring equipment suitable for adult, paediatric, and neonatal use, ensuring enhanced patient monitoring capabilities across various hospital departments.

Scope

The scope encompasses the supply, delivery, installation, and commissioning of two multiparameter monitors that meet detailed technical specifications. The procurement includes providing manuals, training, optional accessories, spare parts, and maintenance support for the equipment's lifecycle. It also involves compliance with departmental policies, standards, and evaluation criteria, including preference points for Black-owned companies.

Technical Requirements

• The monitors must be latest technology, lightweight, portable, user-friendly, with a high-resolution colour display (minimum 21cm diagonal).
• The monitors should support parameters such as ECG (with minimum five-lead input), NIBP, SpO2, temperature, and optional IBP measurements.
• They must operate on 220V AC supply with rechargeable batteries providing at least 1 hour backup, with internal power supply and charger integrated.
• The units should be networkable, capable of displaying trends for 24 hours, and include an internal strip chart recorder.
• Alarm systems must be adjustable with visual and audible alerts, including high/low limits for parameters like heart rate, SpO2, and blood pressure.
• The monitors must comply with IEC 60601-1 and 60601-1-2 standards, CE certification, and be new, non-refurbished equipment.
• Accessories such as reusable sensors, cuffs, and optional mounting brackets must be supplied, with prices inclusive of VAT.
• Equipment must be supported by manuals, calibration software, and training, with guaranteed availability of spares for 10 years.

Skills Requirements

• Proven technical capability to supply, install, and maintain multiparameter monitors, including trained service technicians based in KwaZulu-Natal.
• Technicians must be OEM trained, with documentation of training, and available within 24 hours for service calls.
• Capability to provide ongoing technical support, calibration, software updates, and training for hospital staff.
• Demonstrated compliance with quality standards, including CE certification, and adherence to safety and electrical standards.
• Ability to supply and support optional accessories, spare parts, and upgrades over the equipment lifecycle.
